The rerort of the house committee
on merchant marine and fisheries In
favor of the Amended subsidy shipping
bill, a phamplet copy of which repre
sentative Moody has kindly sent to the
Astorlan, is a very complete and com
pact defense of the plan to restore our
merchant marine through government
aid. The fact that It received the sup
port of all the republican members of
the committee Indicates a general be
lief on the part of republican repre
tentative that an honest and careful
ly considered attempt must be made In
this congress to carry out the pledges
of the party with respect to building
up a ileet of merchant vessels for our
carrying trade. It also Indicates a
general acceptance of the bounty plan,
based upon tonnage and speed, as the
most feasible and the most effective
means for accomplishing this pur
pose. The argument presented by Chair
man Grosvenor, which deal with the
desirability of a great American fleet
of merchant vessels to carry our for
eign trade, admit of no controversy.
Everyone recognizes the force of the
contention that a nation which pays
JI'O.OoO.OoO a year to owners of foreign
ships to carry its commerce is pursu
ing a very unwise and wasteful pol
icy. It is clear that this $150,000,000
goes to Increase the wealth cf foreign
nations, and it Is also clear that some
way should be devised to divert this
enormous sum toAmerican shipbuilders
and mechanics. It Is also a plain propo
sition that the establishment of the
"open door" policy In China through
American statecraft and the enlarge
ment of our commercial opportunities
In other parts of the globe will bring
us into sharper competition with the
exporting nations than ever before.
"The nation first in the field with Its
ow n productions and Its own means of
transportation will achieve the l.irgesi
success,"' says the committee In its re
port.

Increase our sea power and to be ready
for any emergency that may arise. The

the plot was to get this country com

the United States tariff system as a

that end it was deemed desirable to
convey the Impression Indeed, categor
ically to declare that there had been
free trade between that island and
pain, whence it could be argued with
some effect that this country should be
at least as generous as Spain had beta
to Puerto Rico. Of course that state
ment was a deliberate .falsehood. But
what's a little- thing like a lie to the
astute democratic politician?
And If that point could have been
gained, what next? Well, the people
who want Puerto Iticans to make
laws for the government of the Vnited
States would have won their trick,
For if Puerto Rico was by right un
der the Vnited States tariff. It must
be under the whole constitution, and
be eligible for statehood about year a
ter next. Having accomplisned this,
the next plan in the scheme would
have been brought into play. Obvious
ly the Island would be without ade
quate revenue, and there would be a
cry that we were starving it to death
more cruelly than Spain ever did. A
revenue must be provided. How? By
uirect taxes. I hat was the I rime
grievance against Spain. By issuing
bonds? That would mean ultimate
and not very remote bankruptcy. Ey
making appropriations from the Uni
te! States treasury? What a howl
that would raise, of "paternalism" and
"pauperism" and "annexing expendi
tures"! And in that the anti-expan
sionists w.jull win their trick. As Vjt
the fres traders, they are amply re
paid for all their labors whenever
they get the least bit of free trade
establishment just fur free trade's hake,
no matter huw unprofitable, or injur
ious it bay De to ail concerned.
Truly, as we have said. It was a
smart trick and came very near l atch
ing a few people before they had had
a chance to reason over It very closely,
but like many un other little game that
the democrats have attempted it
wouldn't work with the sensible re
publicans in congress.

With the most Important legal and
constitutional questions since the civil
war soon to demand the attention of
the court, the oflicial longevity of the

pendirg presidential contest. The
president to be selected in Novemoer
may have the filing of four of the
nine places on the bench. One of these
vacancies will be the chief justiceship.
If presilert McKinley is re-elected he
will enjoy the distinction of having ap
pointed a majority of the bench, one
of his selections now occupying a sat
there, former Attorney General McKen
na. This, of course, Is conditional up
on the four Justices electing to retire
when they reach the age limit.

publican party is responsible for

what Is taking place now. If the
democratic howlers were wise they
would keep silent. By their outcries

of course, expect to endure a great
deal of dust-throwing and general
muddling on the part of In-
eratsted parties; but there is one thing
about which the country should re
main as clear-visloned as possible lest
great mistake be made, which once

The thing we refer to is the true na-
ure of the Porto Klcan bill. The hys-
erical frame of mind Is a very bad one
n which to examine a measure of this
kind. We may, some of us, have been
more or less affected by the wild shriek
or absolute free trade with Puerto
Rko as a full-fillment of our pledges
made to the Puerto I'lcans through
General Miles, and for a season have
Joined the clatter which was simply
esigned to put the administration In
hole in this very Important matter;
but now, after we have had time to
get thoroughly cool, a mere glance at
this measure is sufficient to show how
much a burden is will be to the Puerto
tican and how great a breach of the
alleged good faith which some, of the
jctors laid down as our guide.
.Some people clamored for absolute
free trade with Puerto T.ico. That is
uat what this bill affords absolute
ee ti ade nothing short of it. The
per tent of the Dingley law rates
rovJdc-d In the law have not the slight
est margin In them of protection for
the mainland producer, and were not
mended to have. It Is riot even a
evenue bill, for the receipu from its
peration are to go right back to the
Juerto Itlcans. The only thing saved
by the bill is the principle that con
gress has power to place an Important
tariff on goods landed here from our
ropical Islands. That principle is
xed by It, and In it there may yet
prove to be the salvation of producers
