The German agrarians demand a meat bill which will parctlcully exclude all American meats, for ihe protection of the German pig-grower. - A Ger man newspaper, the "Weser Zeltung, wisely points out that while Germany Imports only iO.000,000 marks' worth of American meats, Germany exports to the United States no less than SS6.000, 000 marks' worth of prtducts, every mark of which may be shut out by re taliatory dutl?s If we choose, without serious Inconvenience to our consum ers. A tariff tvar between the United States and Germany would be very In convenientfor Germany. REASONS FOR ADVANCE IN RAIL ROAD RATES. The reasons given by the managers of western railroads for the recent ad vance In rates should be satisfactory to reasonable shippers and to that por tion of the general public which Is not Influenced by more sentiment of hos tility toward carrier corporations. When the new classification of rates was promulgated there was a strong protest from shippers, who were dis posed to regard the advance as un warranted and unjust. It was argued that the railways were reaping the fruits of revived industrial activity in the shape of a tremendous volume of traffic and that the present was an Inopportune time to advance rates. But the shippers, of course, failed to take Into account the increased cost of everythlng the railroads are compel' ?! to buy in order to keep up their roll- lng stock and maintain their trackage ! In good condition, to say nothing of new equipment and new lines in pro cess of construction. . Prosperity brings more business for the railroads, thereby compelling them to make 'heavy additions to tlseir roll Ins stock and other facilities for quick movement of freight, but it also In creases the cost of steel rails, bridge steel, ties, car wheels, bar Iron, car axles, all kinds of limber and other ma terial usel in car construction. Steel rails cost about twice what they did a year ago, while all kinds of structur al Iron as well as copper and tin show heavy advances in cost. Lum'xr and timber cost from 15 to 25 per cent more In the matter of oak and cedar ties the Increased cost amounts to 12 to 15 cents for each tie. It If Obvious that the advance In the cost of materials must cut deeply into net earnlnss, and the only way to meet It is to Increase rates or reduce wages of employes. Railroads cannot reduce wages In times of prosperity In trade and pro ducts e industry. Tln ir only recourse Is to compel the shipper to divide with them some of the increased profits that cjme from the higher prices of all commodities. CARNEGIE ON POVERTY. Andrew Carnegie recently talked on the blessed heritage f poverty before an audience which Included a Bible class and John D. Hockefeller. White Mr. Carnegie believes that it is good to be born poor and to die poor he is not opposed to a comfortaole income during the interval between birth and death, if by reason of strength it should reach four-score, Poverty is a fortune Inheritance In his opinion simply because it is the great est of all 'possible Incentives to en deavor. The rich young man Is under great temptations to become an Idler and a profligate. The poor young man finis his sole hope In Industry and I correct life. Undoubtedly the Bible class has of ten heard this story from other lips, It Is part of our proverbial philosophy. But the lesson would become suddenly vitalized when preached by a Carnegie in the presence ojf a Rockefeller. Thee men tire two most conspicuous exam pies of Its truth in the country. Both started poor, both went early to the first work that offered under the stress of poverty, both worked nard and avoided vicious habits, bith became enormously rich, and finally both have been so Influenced by the memory of their youthful struggles and associa tions that they are today the greatest contributors to public Institutions and charities In the country. These are facts which can never be undone by the violent censure to which they are subjected, and although the risht to criticise remains and will al ways be exercised, sometimes ratlon- allv - "onetimes irrationally, they are the only facts that are Pertinent to Mr. Carnegie's talk. Poverty Is un doubtedly an excellent discipline for character where there is the strength to overcome it, even If it is obstruslve ly disagreeable as a permanent condi tion. And the rich man who has been poor is far more apt to evince public spirit anl to take a. sympathetic inter est in his fellows than is he wh j brought up amid luxury and stlfish In diligence.
