FEWELL'8 DESERTION OF BRYAN The democrats have a new cause for demoralisation In the Interview with Arthur Sewell which waa tent out from Pan Francisco. Sewell returns from the Orient a pronounced expansionist He defends our title to th Philippines, approves the administration's policy toward those Islands at every point. Even though he attempts to mark a distinction by saying: that he is not an imperialist, he indicates very clearly that there la no difference between hlj views and those of the republicans. Imperialism la a myth so far as this country la concerned, and ha no part in the discussion. The new Issue being disposed of, Mr. Bryan's former running mate went on to speculate as to the next presidential campaign. "It is rather early now," he declared, "to say that Bryan will be elected, out there can be absolutely no doubt that he will be the nominee." That was not particularly encouraging. but more followed that waa less so. ' Leaving the connection to be inferred, Mr. Sewell added: "The country waj never so prosperous as it is today. The American people are not anxious about a change in administration so long aj they are doing well." In this delicate way the speaker im plied that If Is not rather early to say that Bryan will not be elected and that he will not get the Sewell vote. The tall of the old ticket has dropped away completely from the nead. Probably the case would have been ' the same If there had been no war be- J .cause it is really the business situa tion that has rattled the democrats i more than anything else. It would I have taken nothing less than an era of appalling financial ' depression to Justify their contentions of four years ago, so that the unprecedented pros- lerity which Is such a boon to the country placed them in desperate straits. Defections by the thousand were cer tain when Mr. Bryan took up the cry of anti-Imperialism as a last hope only to find, as he now has, that It is a new source of weakness rather than of strength. An ardent patriotism has been ajviuBcd by the struggle in the Philippines which conduces greatly to the success of the expansion issue by giving it an essentially popular char acter. The majority of a people of a nation will always back their country in a war, no matter what its origin. Even silver men will seise upon the excuse It offers for deserting a party already foredoomed to defeat CAPTAIN MAHAN ON THE PHIL IPPINES. Captain Alfred T. Mahan has an ar ticle In The Independent which sums up the arguments for the retention of , of the Philippines in a way to confusj the anti-expansionists. First, he says, "as regards the -civilized nations of the worliL the Vnlted States holds the Philippines by the unimpeachable tUL of successful war, confirmed by subs quent treaty with the previous unim peached pussfS3cr." Now in this connection it Is a note worthy fact that no foreign power has ever raised a word of remonstrance a ril not our claim up n the Islands. Apparently the thought of doinj such a thing had never crcs-ed thtlr mind). They have considered the Phil ppines to be as completely under the sover eignty of this country as any state in the Union. In their opinion the rebels are rebels, nothing more, and they feel that It would be highly impertinent to offer to mediate between . us and Aguinaldo's followers. Secondly, Captain Mahan Bays, as regards the inhabitants of the islands, the United States "finds herself con fronted with the grave question of her technical possession, and of political rule, transferred to her by treaty." Then he adds: "It Is a miserable measurement of the question, by advocates or by oppo nents, to regard it merely as one of interest, although ques lions of Interest are lawful and necessary parts of th; general consideration. The great ques tion before us is one of responsibility and duty." Everyone must admit that the tech nical possession, the political rule which passed to us from Spain, does give js some sort of relation to the Islands which is different from that of other nations or from the one that we sustained toward them before the war. This relation compels us to evince some concern for their future. It implies both a responsibility and a duty, de volves the problem of their government upon us, and certainly forbids us to abandon the inhabitants to the game of cutting one another's throats. With all the talk we hear about gov ernment by the consent of the gov erned we know, and Europeans know, that the alternatives now are control by the United States or anarchy, and that If the former were withdrawn the latter would continue until some othe.' foreign power Intervened and fstab llshed its authority. Though tie poli cy of the anti-expansionists Is sup ported with many high-flown phrases, It is in fact no policy at all, but a con temptible shirking of a plain obliga tion. A SURE CURE FOR CROUP.
