Naturally there will je considerable disappointment throughout the coun try because of the decision of the house committee on rivers and harbors not to report a bill at the present ses alon of congress. However, when the reasons for this decision are known It will appear that the committee has ax-ted with good Judgment. The Uni ted States engineers are really swamp ed with work. The war with Spain, with the new responsibilities in the Philippines, Cuba and Porto Rico, has made an exceptional demand upon the engineers, so - that the force that can be put to work on river and harbor Improvement Is necessarily consider ably reduced. For this, reason, many Improvements provided for by the late congress have not been touched, and there is no immediate prospect that they can be. As an example of the backwardness of the work of the en gineers, it has been stated that of the appropriation for river and harbor v.'ork made by the late congress the sum of 629,409,557.08 remains unexpend ed. It will take a long time to use that money. Then for the continuing contracts provided for some years ago the sundry civil bill this season will have to appropriate $1$,000.000. That will give the Immense sum of 145,432. 183.74 to be expended in the remainder of this and all of the next fiscal year. If the United States engineers are able to use up all that sum In that period. i they will .lo very well. The orojects for river and harbor improvements al ready outlined before the river aand harbors committee, and which would be Included In the river and harbor bill if It were reported at the present session, will require the expenditure of $61,300,000, of which J15.W0,000 would be for minor projects. Now, if con gress makes no appropriations this year the work on the proposed Im provements will not be delayed in the least. The committee proposes to hold hearings throughout the present ses sion and would be glad to have dele gations asking for improvements ap pear before it for hearing as early as possible, that the work of framing a bill may be expedited. The purpose is to get the bill ready at the present K-ssiin and to report it favorab'y the next session. This will permit the bill to be taken up very early and insure Its passage. There nie t.vo considerations In the discussion of the matter ibout which there '.in le no dispute. The first is that the commer cial interests of the country are Im portant enough to !e placed In a sin gle department, and to be represented by a cabinet ollleer; and the second consideration is that other depart ment of this government, notably the dtpartment of the Interior, are sivaily overburdened with work. It is proposed to Include In the new department a bureau of manufactures, and to transfer from the treasury de partment the life saving service, light house service, marine hospital ser vice, steamboat inspection and bu reaus of navigation. Immigration anl statistics; from the interior depart ment, the coast and geodetic survey, commission of railroads, census office and the geological survey; from the state department the bureau of foreign commerce, and also to put in the new department the labor and the fish commissions. A cabinet officer, with all these In terests to supervise, must needs be man of great executive ability, but there are plenty of such men In com mercial life, and any Eastern state can furnish a number of such Althou. it is proposed to take a number of bureaus from existing departments, they are still left with plenty of bust ness, the Interior department having quite enough to attend to with Ten sions, public lands, patent office. In dian affairs and education. The commercial Interests of the country were never more flourishing than at present Whatever help can be furnished by the government to- ward maintaining and strengthening present conditions should be put forth. , to the end that the whole country may prosper. DEMOCRATIC LOVE FOR BOERS. While natural race affiliations ex plain many of the pro-Boer mass meetings that are being held In this country it Is plain to be seen that the Bryan democrats are trying to make the South African war an l.-sue in American politics. Mr. Bryan him self has led the way, and his ad miring followers are quick to act on his hint. Thus at a meeting in Bal timore a democratic congressman named Rhea assailed President Mc- Kinley because he had failed to send a war ship to enforce England's ob servance of the rights of neutrals, an 1 intimated that Bryan was the man designated by fate for this agonizing crisis. Surely it is little to the perennial candidate's credit that he should hope to profit by such demagogy. No one knows better than he how utterly false and insincere it is. He understands pvneruy wen mat tnere was never any reason to menace England In or. der to secure our rights as a neutral Diplomacy did speedily all that was required to be done when un Ameri can cargo was seized. As a result the British government made the amende honorable and material after an In vestigation of the facts. No the combined fleets of a doz. en nations could not have brought the aflair to a more satisfactory conclu sion in any respect, while mtnace and bluster might have complicated it ser lously. It would have been silly in the extreme to employ ranting Rhea's war ship, and had Bryan been the persident he would never have thought of such a thing. So as regards the general attitude of the government it is Just such as he would have to maintain if he were a responsible executive Instead of an ir responsible stump speaker. The idea which Is sought to be conveyed that somehow or other he would commit the country to the Boers' cause Is ab surd. Spite of the reckless assertions of his partisans we may astime that he would give some heel to Interna tional law and to those usages letween states which neither presidents nor kings may ignore with Impunity. The latitude of his criticism can be explained by nothing save his assure freedom from responsibility. If he ex pects that his expression of Boer sym pathies will help him to the presi dency he certainly does not expect to pass upon the Boer question In an of ficial capacity. He knows, on the con trary, that the question will be set tled before the next presidential term begins, and he uses It simply to em barrass the administration if he can. He may rightly be arraigned, there fore, for a want of candor, fairness and honesty when he resorts to this very cheap political dodge.
