The mystery surrounding the affairs of tho - mynt'Tlous Miss David, who ce.me to Astoria last Saturday In seoch of an npnnrcntly mythlcnl brother, ha been cleared up materially at Portland. As wna announced In the Astorlnn, Ml is David went to Portland Saturday evening, explaining that she would make uppli' ullon for assistance at the home for aged women there. It seems tint Mhs David was known In Port land at the charity Institutions and that news of lur arrival Immediately reached members of the city board of charities. In the Oregonlan of yest.-r diy mornlrg appeared this statement from the secretary of the board: "Should a womon giving tho name of Louise David appeal for aid to the benevolent people of the city, the cause of charily will be best served by refer ence of her cose to the city board of charities. All necessary aid has been offered her, and the board still Hands ready lo care for her whenever she will consent to give such Information as will enable It to act Intelligently." So. It seems that Miss David Is not tho Innocent unfortunate that she rep resented herself to be to Chief of Po llco Mullock In this city. An Oregonlan reporter dug up the Portland end of the story and tho following article ap peared yesterday morning: "A young woman, who says she Is Miss Lou David of Buffalo, N. Y Is staying at the St. Charles hotel. She Is a mystery, and, from her arrlvel In the City Sunday, the mystery deepens. Ac- cording to her story she left Buffalo to come west to Join her brother, who owns a largo larm near Ashland, Or. This brother spends most of his time In San Francisco, and and was expect ed to be In Astoria by this time for his health. Tho young woman Is a cripple and ues crutches. She says that on her way west she had to remain three hours In St. Louis waiting for a train. 8he was feverish and in much pain, and, at the suggestion of the mutron at the union depot, had a physician give her a hyperdermlc Injection of morphine. She fell asleep and when the porter awakened her to take the train, she had been robbed of her pock et-book, containing ISO and the checks for her trunks. Without a cent of money she worked her way to Portland and Astorln, and now cannot find her brother, who. she says, she bollevis to be In San Francisco. "The city board of charities came to the rescue, but Miss David Indignant ly refused to accept their proffered aid, and was rude to the women w ho called to offor her assistance.. She nlso says that she received the Injuries that made her lame In an Eastern rallro.il accident, and that she ha a damage suit pending. In all these stories she Is a little hazy regarding details. It la believed by tho police authorities, and in fact by all who have talked with her, that the young woman Is either mentally deranged or that she is an Impostor. It Is probable that her case will be officially Investigated not latter than tomorow." The actions and representations made by Miss David while In this city were considered decidedly, queer. Her orig inal story appeared reasonable, even though remarkable In the extreme. Upon the slightest "cross-examlna tlon," however, her statements grow vngue and ambiguous. ' Doubtless the police authorities at Portland, now that they have the mat ter In hand, will be able to shed Im portant light upon Miss David's affairs very shortly. The Telegram of last evening gives expression to the atrong suspicion that tho David woman la an impostor. The paper says: "Information Is received that she ha been In Ashland, where money was raised to send her to Kan Francisco, but Instead of going to California she came north. Her alleged brother, J. W. David, Is not known In that vlcln. (ty. Her condition was reported to tlio city board of 'diarliles and when the organiwttlon offered to provide for her she refused, declaring that all she wanted wan transportation to H:m Francisco. Hho was very Independent and refused to be sent to a hospital to have her Injured limb attended to. She also emphatically declined to be sent to the home for unemployed girl. Mis David says that the bone In her Injured limb ha been removed and that a -diver tube has been Inserted. As to that ntuh-talk d-nf leg the au thorities are decide lly suspicious, for tho woman declines to accept medical treatment for It. The crutche she usp are altogether too new and clean for her to have crossed the continent with them, a she asserts. Vrown from entering up on and taking possesion vt the form er's oyster beds. Mr. ttlddle. It ap pear, did not take advontaKe of his prior rlKht to purchase the oyster bedi whl'-h hed bn-n cult'veted by him, on the ground that the te'.e had no au thority to sill them. Ills contention Is that the law of !S'7 repealed the tide lun l law of Wj and the oyster land law of that year, which waj practically a part of It. Tha new law provide for five weeks' notice by publication be fore bind can be sold while the old law provide for but three weeks' notice, and the defendant proceed under the old law. The ?S'j7 law abolished the third ctuss of tide lands, to which oyst-T land belonged, Including thern under the second class. Among the ntiestmns of fact to be settled by evi dence wer-j whether the land was un covered nt mean low tide, and whether there were any oysters on the land at the present time.. About thirty acre of valuable oyster land Is Involved In the stilt and the title of other beds claimed by John Vllddell and J. Vlack, but to which A. A. Compton and T. J. Charnwcll have deeds from the state will be settled probably )y the out come of the present suit. WASTED THE AMERICAN CONSUL Experience of an American Skipper in the City of Portland. A story Is told by one of the oldest steamboat men on the river, whose name Is withheld for decidedly obvious reasons, which draws a picture of ihj clique at Portland which manipulates the shipping business and everything pertaining to It. The slap adminis tered was directed chiefly at the Port of Portland commission and there are not a few who declare that It "fits to a t-y-ty." "Some time ago," the steamboat man reluted, "I was standing on the corner of Sixth and Alder streets In Portland, right under the shadow of the-Tall Tower from which the, Tall Man directs the destinies of the Oregonlan. Sud denly, someone slapped me heavily on the shoulder and, upon turning about, I saw, the captain of an American ves sel which had Just entered port. " 'Say,' said he, In a tone which de noted impatience, 'where does the blamed American consul hang out here?" " What's the matter with yout' I returned. 'There's no American consul here, man; you're in a home port' " 'Well. I've been In this port for two days now, trying to transact my ship ping business and, dura by hide, If every man I've run up against isn't an Englishman or a Scotchman.
