THE CANAL ASSURED. It Is useless to diyjjuise the fact that theie has lately grown up on the Pa cific cfast a decldi-d opposition to the construction of the isthmian canal This feeling is founded upon the fear that its construction wll do more harm in diverting shipping to Atlantic coast ports, which would otherwise find terminals upon this coast, than it will do good by facilitating the transportation to Eastern markets of the lumber and other products of the Pacific coast states. But It Is equally usfl.'M to be blind to the fact that the canal will surely be constructed and that work upon it will probably be in full blast, upon the largest scale eer known In the world, probably be fore the close of the present year. The thing for wise men on the Pacific coast to do Is nc-t to repine, over the possi ble effects of the construction of the canal which in any event could not be stopped but to nioVe preparations to adjust themselves to the new con ditions that the completion of the canal will bring about A leading Eastern paper is authority for the statement that a careful poll of the senate and house indicates that four-r-fth of the members of each body favor the passage of the canal bid That any public measure shculd be so strongly supported is really sur prising; but It shows that public senti ment has been fully aroused to the Importance of building an interoccanic canal and that the time has come when further delay is undesirable. To be sur, a commission Is now making an investigation of the proposed Nicara gua route and the Panama route, and is si'ekins to ascertain whether there Is some other route that is better. That commission was authorized, not because it was felt that It was abso lutely necessary to make a further In vestigation, but because there was so strong a sentiment In the late congress for the construction of an Interoceanlc canal that something should be done that Indicated a purpose to act ulti maitly. There were opponents of much power to the Nicaragua scheme, Speaker Reed was foremost In opposi tion. Then, too, it was felt that some valuable inforinuti n might be obtained. Nev ertheless, there Is really no conflict be tween the present proposition to nu-th-irlze the construction of the Nie.tr- aKtian canal and the work of the commissi jn. The commission will re port In tinie to be useful In the work It Is now proposed to authorli?, and its labors will certainly not be use less. The point is that a large majority of the members of congress, regardless of political aRiliations, think that it would be foolish to delay longer. The canal plan has been discussed for years. The Nicaraguan route has been surveyed several times, and strong arguments, which were summarized In Senator Morgan's able report, have been made against the Panama plan. Then the war with Spain, which necessitated the sending of the battleship Oregon thousands of miles around South America, furnished a practical argu ment for the canal. Again, our com merce ras grown so rapidly In recent years, and the people have come to understand how Important foreign trade Is t- us, that the feeling of the Nation is almost unanimous in favor of an Interoceanlc canal. Transcon tinental railroad interests naturally oppose the scheme, but the point has been reached where their power Is nul lified. The only question has been as to what would te the most practi cal route, and recently It has come to be thought that the Nicaraguan route was the best. Therefore a bill is as certain to be passed at this ses sion as any legislation can be. There is the additional argument in favor of action that the president desires It Tlw Nicaraguan canal bill, as report ed to the house by Mr. Hepburn and to the senate by Mr. Morgan, does not provide for the neutrality of the canal. In fact, the bill provides for the fortification of the entrance to this waterway in each ocean. However, Senator Morgan's report distinctly said that the canal should be neutral, fhat appears to be the sentiment of the senate. With members of the house the idea of neutrality Is not so popular. They are not so apt to consider th? relation of our country with foreign nations so closely, and the possible ef fect of legislation upon them, as mem bers of th-i senate are. Mr. HeD- turn beliives that for a priod of twenty years at least the canal should be oin to the free passage of Amer ican ships, and that the United States should have the right to close the canal if It chose against warships. He argues that the Suez canal is only nominally neutral, and that In the event of war with itussia or France or any great power Great Britain would very speed ily close the Suez canal and use it for transportation of her own vessels alone. He thinks our Government should have thi same right. The strongest argument on the Hep burn side Is that our ships should b3 permitted to use the canal without the payment of tolls. That would be In ef fect a subsidy to our ships and thus encojrage the building up of our mer chant marine. Yet it is argued that preference in the matter of tolls might be given to ships flying the American flag and the canal still be neutral In the event of war. The Question of neutrality is of much Interest as well as of importance, but the present Indi cation Is that before the Nicaraguan canal bill Is passed by both houses an amendment providing for Its neutral ity will be added.
