Post.] Senator Van'Vyck's opinion of Jay Gould and his faults, delivered in the U. S. Senate recently. He says: “The senate committee on education had obtained from that worthy a com I plete history of his life, probably for the youth of America t<> imitate. The com mittee had tremblingly and beseechingly asked him to give a minute account of Ins dating exploits, and he consented. Early iu life, when hard-pressed for din ner, lie adopted his sister's method, and went behind a blacksmith shop to pray. In a few years the tanning business in which lie was engaged was in a financial stress so ovet whelming that bis partner was driven to suicide while he himself bought a railroad; but the wrong paitner had committed suicide. The committee was doubtless dazed as much by Gould's recital as by reading the exploits of “•lack, the Giant-killer,” or “Kidd, the Pirate." Modesty induced Gould to re frain from telling one feature of the his tory of his time. At Kansas City he was once overtaken with another religious spasm and wrestled a second time in prayer, telling the people how happy lie was, and that he wanted no more money. He had purchase«! the Missouri Pacific only for the good of mankind, and should I use it for the glory of God and the bene fit of the people. As he was contem plating another mad, he felt the neces sity of another instalment of divine grace, so he went “short” on his promise by pretending that he would not benefit himself by the blessing. It was to be hoped that he would not indulge in a thud prayer on earth. Should he in the end secure entrance into the New Jeru salem he would be conspiring there, from force of habit, to organize a railroad, and v. hen he should have torn up the shining avenues, the angels could not restrain him from stealing the golden pavement. Governor Pattison of Pennsylvania re cently completed an investigation < f the soldier’s orphan schools of that State, and his report shows that the bounty of the state has been misused by spectators and that the children hive fare«l worse in these schools than they would if left to the untender mercies of strangers. In several schools delicate children were found unprovided with underclothing in midwinter, and the managers urged in excuse for tlieir neglect that the depart- ment regul itions did not specify under- garments amr ng the articles to be fur nished. In other schools the foo«l was found to be ilisiiffi.'ielit, th« average cost of a meal being only 2| cents. In others there was iio moral training, an<l many shocking eases of juvenile depravity were discovered. The result was that the Governor asked the irsigna'ion of the Su- j>erinten lent of the schools and dismiss«!«! several of the insfiectora. When the Legislature meets no doubt laws will be framed to guard against such a misuse of a public trust, and measures will be tak en to publish the rase ds who have thriv en at the expense of these poor orphans. How difficult it is to secure the adequate punishment of those who starve and maltreat little children is shown by the case of Shepherd Cowley of New York, «ho was sent to Ning Sing for one year for inhuman cruelty to children. Lord Douglas arose from his chair anil as he paced the room answered: “1 will take tiie next steamer for Oregon and seek the editor ot the Oregonian in his ■office. 1 will then deiuaud an a|H»logy, and if he refuses to give it, why, I will start in and give him the best flogging he ever had in his life." Harvey 8cott, the editor of the Ore gonian, is a man about forty-years of age, weighs 180 pounds, stands live feet eleven inches, and is justly regarded as one of the worst men in the State ot Oregon. His strength is notorious, but i is no means greater than his viciousness of dispositi-iii when aroused. He is a man who seldom says anything until he is pfetty sure of Ins facts, and, having said it, would sootier be cut to pieces than alter a single punctuation uiarK. He has success’uliy detende«! all the libel suits brought against him, h.is won at least a dozen street and olliju tights dur ing the last tw«i years and can always be relied upon to have a bowie ora gun handy in case an attempt is made to double bank him. A man named Devis, a notorious rough, objected to Ins criti cism about his treatment of his family. He ottered violence, an«l Scott sent him hov.hng away with a kick tn the stomach that laid him up lor weeks. When the Bradley gang g«»t into trouble two of them tried to silence Scott, fie shot one of them through the leg and beat the other so badly about the head with a piece ot scantling th it he tiled L-om the etiects of the beating a lew months later. So bad a man is Scmt that the Uregoni- ans have crystaiized his name and tame into a common oath, and all over the state “Great Scott” is the only expletive i used. Scott was never known to assasi- nate any one, but it he hears of a man laying tor him he takes good care n«»t to be caught with his heels wet.
