TOLEDO, OREGON OREGON MOTOR LAWS The belief has flevnlnnprt In anmo sections of the slate that persons un der the a,Te of sixteen years may, un der certain circumstances, obtain licenses or nermltn to nnpmt. mntnr vehicles: Such is not the case. The Ouerator's Jjiw fSnrHnn 1 r'nnnio.i Laws Sneclnl RpKstnn 1!ni cnonin cally prolilbits the Issuance of a li cense or permit. to any person under the age of sixteen years, whether or uui sucn person oe tne owner of any motor vehicle, shall permit any person who Is less than sixteel years of age to operate or drive any such motor vehicle or employ any person to operate or drive any such motor vehicle who is leas than eighteen years ot age and a licensed operator or chauffeur." Section 5 of this law provides for the Issuance by the Secr-nary of State of special licenses or permits to per sons who are physically incapacitated, and the term "physically incapacitat ed" Is deflged to Include "any person who has lost the use of ons hand or one loot, or who has lost the use of I Dotn met. or wliose eyesight or hear I ing are greatly impiired." The Im ! pressinn seems to exu;t among some that under the terms of Section 5, a soecial licnns-.e or nertult mnv ha loon. ed to a person under sixteen years of age, but the Attorney General has held that such a conclusion Is erron eous. In no part of the law is there any authority given to the Secretary of State or any other officer to Issue to a person less than sixteen years of age a license or permit to operate a motor vehicle, under any circum stances whatever. Some doubt has also, arisen with reference tn thn atnllic nnrini- thla lour of a nonresident motor vehicle opera tor. ITnon .thin nnlnt tl.o ltinn,n General has ruled that while the Oper ators Law is silent in this respect. Vet bv rpflnnn nf tllo fart ihat tli tos Vehicle Law, of which the Oper ator s Law is a part, does not specif ically exemnt nnnroQlHonf mpi... from registering their cars, by a logl- cui reasoning it must De assumed that the legislature intended, to exempt nonresident, nnrntnm trnm nVainint, operators' licenses or permits. This iaci, logetner with the fact that there Is some question as to the authority of the state to enforce the operator's regulations r.gainst residents of other states, makes it advisoble, in the opin ion of the Attorney General, to with hold the enforcement of the Operator's Law against nonresident operators who have comDlind with tlin Inws nf their own state regulating the opera tion or motor vehicles, until such time as the legislature shall meet and cor rect the problem by appropriate leg islation. For this reason, the field deputies or inspectors who shall be appointed by the Secretary of State, to aid the regular peace officers to the enforcement of the provisions of the motor vehicle law, will be instructed not to enforce the operator's license requirement as to nonresident opera tors when operating their motor ve hicles in passing through this state within the period of Uie exemption provision. THE UN1V2RSA1 CAR Here's the Ford Coupe, deservedly a very popular motor car because of its all-round serviceability. Equipped with electric starting and lighting system and demountable rims with 3-inch tires front and rear. Large plate glass windows. Generous sized doors roomy seat, upholstery deep and substantial. Dust-proof and water-proof. Breezy and cheery in fine weather, cozy and dry in bad weather. All the established Ford merits of dependability, with small cost for opera tion and upkeep. For business and professional men who drive it is ideal and for touring and other pleasure driving it is the one car that delivers all expectations.
