Searles of the Toledo Mission left yesterday morning for a few days' visit at his home In Salem. o CITY COUNCIL I PASSES RESOLUTION At the meeting of the City Council last Monday evening the following resolution was passed, and the recorder forwarded a copy of same to the Rivers and Harbors Engineers at Washing Ion, D. C: Whereat The River and Harbor Act approved March 4th, 1915, contained provision for a preliminary examin ation of Yaqulna bar, bay and harbor, Oregon, and thereafter an examination and a favorable report thereon recom mending the aurvey were made; and that said report waa referred to the Bofl of Kn'nocre for It'vfrs anl Harbors for consideration and recom mendation, who, acting on aald mat ter, refused to recommend the survey - tn the grounds of (1) Inadequate ro tnrna fr-'m mrney 'o-merlv tDent on this project, and (2) that the prospeclwhv she is the .winner so far, uve commerce resulting rrom said im provement would not Justify the ex penditure. And Whereas, The Board of Engin eers for Rivers and Harbors has In vited all parties Interested to submit statements and arguments bearing upon the necessity of said Improve ment In tlio interests of commerce and navigation. Now Therefore Be It Resolved That the City of Tolodo, Lincoln county, Oregon, acting through Its Mayor and Common Council, submits the follow ing statement of facts: That the City of Toledo Is en In terested party by reason of its loca tton being situated on Yaqulna Bay ten mllcB from its mouth at the pres ent head of navigation for ocean going vessels. That as to the first reason assigned by the Board In refusing the survey of Yaqulna Bar, Bay and Harbor, name ly: that of Inadequate return from the money formerly expended, please con alder that the money heretofore ex pended was practically all of a pre paratory nature for work which was to follow. Had the Columbia River or any other of the great projects been abandoned after having got but a foundation started for the work to fol low surely none of them could have been declared a success, the good re sults from the work done are evidence In the fact that the depth of water on the Bar was Increased seven feet, thereby making it possible for coast ing tessels, carrying 700,000 feet of lumber, to p.iHS safely out over the Bar s they now are doing. Aa to the second reason given for not allowing the survey, namely: that the prospective commerce resulting from the Improvement will not Justify the expenditure, we desire to call your attention to the fact that there Is, ad jacent to Yaqulna Hay and seeking a port of exit, over fifteen billion feet, board measure, of merchantable saw timber; that this timber la In the bands of individuals and corporations who ate ready to manufacture the tame Into lumber as soon as a means of transportation to the markets of the world can be secured: that there Is no means of transporting this tlm or the lumber manufactured there from other than by long rail ship ments over a line with which there in no competition or bv small coasting schooners carrying 600,000 or 700,000 feet to San Francisco; that It ia an undlsputable fact that . ad jacent to the Yaqulna Bay Is one of the largest bodies of standing timber In the world; further, that the lumber capable of being manufactured from this timber Is wanted In' the markets of the world and that by the expendi ture of a moderate amount of money In improving the Bar and Harbor of Yaqulna Bay the largest carrying ships of the world could load at our mills and would carry our lumber westward - across the Pacifln or eastward through tbe Panama Canal to the places of de mand. Lumber Is not the only commodity which would figure In the Increase of commerce reuniting from a further Im provement of tlila projoct. If the Ya qulna Bar and Harbor were sufficiently improved to allow the entrance of the great freighters of the sea produce of the fertile Willamette Valley and a great portion of Eastern Oregon, con sisting of wheat and other grains, hops, dried and green fruits, meat and other produce, would be nearer to the markets of the world 'from 200 to 600 miles of railroad transportation. ' And Be It Further Resolved, That a copy of this isolation be forthwith forwarded to the Board of Engineers for Rivers and Harbors, Southern Bundling, Washington, D. C. . R. A. Arnold, Attest: F. N. Gentleman wants room in pri vate family. - Room must be modern. Inquire at this office. L. C. Mowery, one of the pros perous ranchers of the Lower Si- letz, is a county seat visitor this week. ' , o , , SKOOKUM Skookum has voted for pre paredness. It was the two old parties against the Socialists. So Skookum will prepare. The only question is, How shall we prepare? We shall urge our congressmen and senators to have a fort built ajt the mouth of Skookum creek. We demand Skookum fort shall have million meter guns, shooting at least ten miles farther than any Jap or German gun, and not shoot ing hot air only.- We demand the latest sort of periscope, able to look up an enemy's ship be fore it is too late to save us. We demand shells be made here. We have a shell facotry at Oys- tervllio but we want another at Skookum. We want mines that are bigger than the Toledo coal mine. We want powder mills Seidlitz. We are not demand ing the government shall do all. we are now digging trenches on either side of the Skookum roads. The present war has shown the value of barbed wire fences." Send a thousand tons to Skookum and we will put it up where it will -do "the most good. The Skookum pupils turned tha late snow into hand grenades that shattered win dows and Sourdough Smith's temper almost like the real things. I believe In real pre paredness. Germany has shown us the way. It is clear to me First, her people tre better edu rated and bettar cared for. She has adopted, more Socialistic principles. She owns the rail roads while the railroads own us. And bo with other indus tries. Fvervone knows or should know that a vote for prepared ness now Is a vote to put more millions into the pockets of Mor gan. Rockefeller, et al. for faultv roods at double prices. And these same dealers ' who yell "patriotism" now. would pell to our enemies if there should be a real prospect of war. Their country is the one whose streets are paved with real gold. We have Just one big gun to drive away invaders. You voted for It and you will vote for another worse one Nov. 7. -It is your 1916 tax roll. Skookum isn't nrepaied for that. Some Skookum people have what I call a poor streak of patriotism. It begains at home like tneir charity. Their John is better than the neighbor's Jack-. Skookum is a little better than Newport or Toledo. Lincoln county must not be put below Benton. And so on to the United States or the munition makers. Such patriotism de manded an old drunken robber like Huerta should salute our flag or we would Bhoot some 400 innocent other Mexicans, which we did. It looksjo me like the same sort that is howling at Austria and Germany now be cause a lot of fools . persist in traveling In enomv ships, when Europe is filled with insane peo ple. Our. iron mills have killed and crippled ten times as many Americans this last year as the German or Austrian submarines have hurt, and do we even write them notes of protest? We call them patriots. I was asked the other day what pan-American meant. It means we want to teach Central and South America to cook their beans in U. S. fryingpans. "Made in Germany" is out of date maybe.
