To the Legal Voters of the City of Toledo: Notice is hereby given that on Monday, the first day of Decem ber, 1913, will be held the regular, annual. City election. Said election will commence at eight oclock in the forenoon of said day, and continue until seven o'clock in the afternoon of said day . The polling place at whi.-h said election will be held is in the Coun cil Chumber in the City Hall. At this election the following tfficers will be elected: THREE ALDERMEN Two year term. Payment of Taxes the New Law Provisions of the Session Law of 1913, relating to the payrrent of taxes, in the State of Oregon for the year 1913, and thereafter: To Whom Payable The cnunty treasurer of each county shall be the collector of taxes until the 6ame be delinquent on and after delinquency the Sheriff of each county shall be the collector there of. When Payable Taxes legallv levied and charged shall be paid be fore the Itit day of April following; provided that one-half of the tax assessed against any particular piece of propertylmay be paid be fore- the said 1st day of April the remanilng half of such tax to be paid prior to the 1st day of Sep tember following. Taxes may . be paid shortly after the first of the year or as soon as the tax rolls are received from the Assessor," whose duty it is, under the law, to ex tend the tax. Penalties If taxes are not paid beiore the 1st day of April, pen alties shall be charged on such taxes and added to and collected with the bo me, as follows: 1 per cent on all taxes paid on and after said 1st day of April and before the 1st day of May follow ing. 2 per cent, on all taxes paid on and after said 1st day of May and before the 1st day of June follow ing. 3 per cent, on all taxes paid on and after said 1st day of June and before th 1st day of July following. 4 per cent, on all taxes paid on and after said 1st day of July and before the 1st day of August fol lowing. 5 per cent, on all taxes Daid on and after said 1st day of August and before the 1st day of Septem ber following. In case of the payment of one half of the tax before the 1st day of April, the penalties specified above shall apply to and be collec ted with tha remaining half of such taxes, to be paid prior to said 1st day of Sepetember following. Delinquent All taxes remaining unpaid on the said 1st day of Sep tember shall become delinquent. Upon all taxes so delinquent there Ehall be charged and collected a penalty of 10 per cent. and interest at the rate of 12 per' cent, oer ' annum on such taxes from the day on which they become delinquent until their payment. Any day after the expiration of one month after such taxes become delinquent, the Sheriff shall have the right and it shall be his duty upon demand and payment of taxes, penalty and interest, to make out and issue a . certificate or certificates of delin quency against the oroperty. Such certificates shall bear interest at the rate of J5 ter cent, per annum and the holder thereof may fore close the. lien of tuch certificate at any time after the expiration of three years, but tuch foreclosure proceedings must be commenced within six years from the date of the original delinquency and not afterwards. Mistake in Payine Taxes on An other's Property If any property owner shall pay taxes on the prop erty of another by mistake of any kind and the owner ,of such prop erty fails or refuses after thirty days' demand to reimburse such payer before the date on which the delinquent certificates are issued the payer or his assignees may sur render the tax receipt given for such lax payment to the Sheriff and take a certicfiate of delinquency in lieu thereof and payment of ac crued interest thereon. Fischer, who is teaching the Yaquina schools; was a Toledo visitor Saturday. , . Mrs. Otto O. Krogstad Dead Mrs. 0. 0. Krogstad died at her home in Portland last Saturday morning, after au illness extending over several months, at the age of 48 years, of Brights Disease. Mrs. Krogstad, with her husband and family, lived for many years in this city, Mr. Krogstad conduct ing the drug store. The many friends of the family here deeply smynathize with the family for their great loss. She leaves, be sides the husband, six daughters, Lottie; Nora. Agnes, "taquina, Juanita and Helen, all of Portland, and a sister, Mrs. Elese Ofstedahl of Toledo. ... Another Teach ers' Meeting This one will be held at Nashville December 6th, 1913. Meetings of this kind have been held at. Nash. ville in times past and were well attended both by teachers and pat rons. The schouls of the county are doing better work all the time, and there is no reason to beliuve that any one thing is doing more for the scnooiB than these meetings, which brings the teachers and natrons closer together and unites them in their efforts to increase the efficien cy of the schools.
