Editor Leader, A former resi dent of your city informs me that the people of your county are think ing very seriously of bonding them selves for the purpose of building more and better roads. The object is a most laudable one and shows dearly that your citizens are strick ly wideawake as well as up-to-date. If you will permit, I should like to outline a plan by which your leople need not enter into bond-age to any one and may have your roads built by your own citizens . at the simple cost of the board and rlothes of the laborers. If, instead of bonding yourselves, you should decide to tax yourselves direct, my plan will not only enable you to build the roads, but financially benefit every citizen in the county at the same time if he is engaged in any form of productive industry. I assume that there is an abund ance of the raw materials out of which to construct your roads lying -lose at hand. If this be true, it is unly necessary to find a way to em ploy profitably the idle labor now going to waste in the county. If there be one hundred men that can be employed under competent direction let us see what will hap pen. At $2.50 per day for 300 days they would earn 875,000.00 per annum. This expenditure would result in not less than 30 miles of strictly first class' macada mized road on which a team could haul two or three times as much as n the ordinary dirt apology for a highway, Now let us see how this can Ihj done not only without burden but with advantage to the entire business community, I propose that your County Com missioners shall buy such rock crushers and rollers as may be neces sary, place them and the men under control! of skilled foremen and pay them all with what I shall call "Service Certificates" reading in effect thus; "This Certificate has , lieen issued by Lincoln "County in payment for Services rendered, and it will be accepted at its face by the County in payment of taxes." These certificates printed in 81, 82, $3, So, and $10 denominations on bank note paper and signed by the Treasurer and Auditor of the county would make of them a local curren cy somewhat similar to the Clearing House certificates with which we were familiar about a year ago, but with tbis very marked difference. Kvery one of tbem' is absolutely certain of redemption. Everyone f them represents wealth created. Kadi week the men would turn into circulation among your business men 81500 or 821KX) of new and found currency. A new demand at once springs up for the product of the fanner, the manufacturer and professional man. Now if the county ' chooses, it may retire them all in one year by the simple process of increasing the taxes 875,000, or it may extend the time of redemption through a term of years. The former is by far the beat for the county, since these 100 men must be supported by the community in some way, and Lincoln County can (flflily keep them busy extending and improving her roads during the term of their active life, It is cheaper to sup port productive laborers than idle (mes, If you levy a tax without R. Eventually the experiment will end with like disastcrous results. To build roads requires only that there be an exchange of services between the-various members of society. Dear Sir: - I have just seen ,a copy of the Lincoln County Lkaper of Oct. 23, containing an article from your pen on the opportunity that lies at your door for building a connecting link of railroad between your city and the Siletz country. You are on the right track when you advise your people to take hold of the matter ihemselves. A stock company should be organized, and the right of way secured. Let a committee of three good business men appraise the right of way on the line of sur vey and where it will not be donated by enterprising land owners whose land would be doubled by building a railroad, give them paid up stock for the fair value of the right of way, and sell stock on the subscrip tion plan enough to grade and tie the road. The subscription to stock should be made payable in ten in stallments, payable as fast as needed to do the work. That kind of a road will be owned by the stock holders, and when you get it graded bridged and tied, you will have no trouble to get money to put on the rails or can sell the road for a great deal more than you put into it and pay back every stockholder his or iginal subscription or let him re main a preferred stockholder. As 1 told the large audience at your opera house when I was over at the fair, the shortest route to tidewater is via the Falls City, Siletz and Toledo route. Grading is lieing pushed from Salem to Dal las and that link will lie completed this winter and cars will be running over it next spring. It is a road of almost inexhaustible wealth and will Income one of the most valua ble pieces of railroad property in the state. Once having put your shoulder to the wheel, do not turn back because some promoter comes along and tells you that he will build it for him if you will make him a present of it, That kind of thing is done every day to tie the country up and delay its real de- Newport, Or. I enclose you' some figures that may interest you and should encourage you to believe that this enterprise is in your power. All the stock subscribed and all the money paid will be expended in your own community and will go far toward making times better and bringing other capital to your city. For the benefit of niy enquiring friends I submit, the following re port: October 1, 1907, I had 125 young mixed laying Leghorn hens. Dur ing the year from October 1, 1907, to October 1, 1908, I sold 1,631 dozen eggs for $380.41. The young roosters brought me 819.40, mak ing me a total of $406.81. During the year I paid out for feed for the 125 hens and the chicks $234.78, leaving a cash profit of $172.03, or $1.37 for each hen. I raised 90 pullets to add to my stock of hens. Mrs. Adam Rae. But really we poor editors were not to blame as we had it in the postoffice on time. The delay was caused by the local postoffice force being over worked ' and consequently things were bal'ed i p tome. We wondei if we could not induce Uncle Samuel to raise the postmasters salary so he could hire several assistants. Of course we expected the Repub lican ticket to be elected but we did not expect to carry anything in Georgia, but we did. Taft carried one precinct in Fulton county.
