One of the acts of the last legislature which does that body no credit is an amendment to the tax laws which nbolislies the provision requiring ad vert'sment in the public prints of any delinquency before game becomes a lein on the property. The law will not become effective upon this year's assessment as it is interpreted, and there will be lime for the next legis lature to amend it and restore tha ad vertising provision, which is a safe guard in the iutei est of the property owner and against the. tax title shark, who wauls us little publicity us possi ble iu bis transactions. Under the old law, delinquent taxes had to be adverti-ed before becoming a lein on the property, and at deliqueiit sale anyone was allowed to pay the taxes and receive a provisional title, redeemable by prior owuer within three years. The new law abolishes the advertising feature, but provides that when the tax becomes delinquent any one may pay the amount due, with 15 per cent penally added, and leceive a teificate which entitles him to possession iu case prior owner fails to redeem the certificate with interest be fore ilie expiration of three years. It was voted as the sense of the associa tion thai the cerlilicate plan does not apply to the 1111)7 levy. Ashland Tid ings. sv . From time immemorial, so to speak the price of a spool of thread in this country lias been 5 cents. Sometimes it lias been less; but a "nickel a spool" has become a rule sanctioned by usage and by fair dealing. Can it be pos sible that the rage for riches has be come so fierce in this country and has so stifled the instincts of equity and humanity as to permit the formation and existence of a trust which has set out to extort blood money from help less women, who are stitching away their poor lives to gain 'subsistance for themselves and their unfortunate chil ren.
