His Two Fatal Defects.
Theodore Roosevelt's character is of
such a distinct and aggressive type
that it hns availed itself of the Presi
dential office to make him the pre
eminent and predominant figure of his
party. While other Presidents have
gone before National conventions with
formidable antagonists, like Blaine in
1884 and McKinley at Minneapolis la
1892, this man's personality so informs
and distinguishes the Administration
and the party that all other possible
candidates have long since gone the
way of the illogical and malapropos.
The fact is apprehended by Demo
crats of keeu vision. While the more
obtuse are nursing various fond objects
like negro domination, Panama Revolu
tion, tariff, trusts, money and postal
frauds, hoping to see them habilitated
into issues, the Democrats of sense
have realized that Roosevelt himself is
to be the issue and that it is upon him
that true strategy requires them to di
rect their Are. Each party differs so
much within itself concerning tariff
reform, the trusts, the Philippines and
civil service that the force of any plat
form utterances must be something
abated by the consciousness of a minor
ity in the party who disbelieve it. The
candidate, however presents a clear-cut
issue. The man will be above the
plank.
The first of tli9 President's two great
faults is that he is unsafe from a busi
ness point of view. He rushes pell
mell at the coal barons and the railroad
mergerii and the agents of manufactur
ing corporations in departments at
Washington, so that the trusts are
afraid of. him. They are not alarmnd
without cause ; for the unapproachabil
ity of Theodore Roosevelt to the unlaw
ful desires of certain "business inter
ests" was known in Wall street when
he was Governor f New York. They
didn't want him again for Governor,
and they wouldn't have permitted him'
to be nominated for Vice-President if
they could bav helped it, had they sup
posed he would accede to the Presi
dency. Yes, the President is far from
safe for those Wall street worthies in
whose behalf Hill will nominate Par
ker (safe) or Murphy will nominate
McClollaa (also safe).
Tho second of the President's two
great faults is that he is unsafe from
the anti-business point of view. We
have this from Mr. Bryan himself, who
is always looking for a believer in the
man before the dollar. Mr. Roosevelt
will not mount his Rozinaute and go
fortli to do battle with the windmills of
property. He has nothing against cor
porations merely because they are cor
porations, as honest Mr. Bryan has,
but ventures to judge them by their
acts and by the law. He assumes to
think that business may be conducted
legitimately, oven on a large scale, and
he does not propose to destroy the
trusts by destroying all business and
property. This sublimated sense of
discrimination stamps him as au un
safe man iu the eye of all populists,
socialists, anarchists.
Between tho toiling masses of Wall
street, therefore and the aggregation of
sense Rnd disinterestedness known as
Bryan, the Republican President and
candidate will have to content himself
with the approval and support of those
who believe that a corporation should
obey the law, but when it has obeyed
the law it should be proof against med
dlesome and predatory interference.
That he is too hostilo to trusts to suit
the anthracite roads or merger promot
ers, and too friendly to them to harass
them all alike without cause, is not an
offense but a merit iu tho eye of those
who have the discernment to see that
business thrives most safely and in the
long run most profitably when it Is re
strained within legitimate bounds, and
that tho dollar und the man will get
along better tinder business conditions
which will not separate the dollar from
