The Filipinos will soon learn that every law-abiding citizen may enjoy perfect freedom under the American flag. Not all of them will wish to beconii law-abiding citizens, and thia element will cause trouble for years to come, but, it should be remembered, there are thousands of robbers.cutthrouts and outlaws in the United States also in Kentucky and Colorado.
