All voters in the county are re
quired to register on or before tbe
15th day of May, 1900, in order to
be qualified to vote. Registration
may be made before the county
clerk or before a notarv tmblie or
justice of the peace. All natural
ized citizens must exhibit their
naturalization papers to the regis
tering officer; those unable to sign
their name and mark their ballots
must have two witnesses present at
registration. At least one registra
tion officer in each precinct will be
furnished with the proper supplies.

Religious bodies great and small,
seem to be experiencing a baptism
of sacred enterprise. They are
mobilizing their forces, as if mak
ing ready to enter the coming cen
tury under that invisible Leader
ship which rides forth "conquering
and to conquer." There is a not
able decline of controversy, a grow
ing passion for unity, and an urgent
demand for the application of truth
to life, or for bringing all human
affairs in to harmony with the higher
spirit. The sense of stewardship
over the Lord's goods is placing
large and willing offerings at the
disposal of church extension boards
or in the treasuries of educational
and philanthropic institutions. Best
of all, perhaps, is the spread of
good-will and neighborly helpful

In some of the flower gardens in
Grants Fass, says the Courier, the
crocuses are blooming. Some vari
eties of the little wild flowers have
been in bloom for two weeks, ever
since the last of January. The
weather has been mild and spring
like, just a little more so than we
generally expect at this time. This
winter has been different from the
ordinary in the copiousness of the
rainfall and the smaller amount of
frosty weather. These balmy days
give us tbe spring fever. We would
like to do nothing but walk around
with a camera nnd record the beau
ties of tbe landscape.
A company has been formed at
Linden, Ind., whose aim is to put
up a factory that will manufacture
cellulose dynamite, line art paper,
varnish, kodak films, card box
packing, patent leather finish, lin
oleum, imitation silk, waterproof
cloth, face powder and glueall
irom cornstalks. If the enterprise
is a success other factories will be
established in different parts of the
country. It can readily be seen
what this will mean to the farmers,
for every acre will produce from
three to four tons of stalks, and the
price paid will be about four dollars
a ton. The machinery for this one
establishment will cost $100,000.
Tardy Justice.
Many a thrilling story is told in
the official reports of a Congress
ional Committee on Claims. The
Phillips claim is an illustration. It
seems that on December 21, 1866,
Fort Kearney, uuder the shadow of
the Bighorn Mountain, and then
two hundred miles from the nearest
telegraph line, was besieged by
Sioux Indians, under Red Cloud.
who greatly outnumbered the
garrison.
A detachment of seven ty-eight
soldiers, who had gone out to re
lieve a wood-train a few days before,
had been massacred within four
miles ot the fort, and the Indians,
stimulated by this victory, were
pressing hard to complete their
deadly work.
At this juncture, John Pnillips,
a scout and trader, volunteered to
take a message to Fort Laramie,
two hundred and twenty-five miles
away. It was the only hope of relief.
With the scantiest supply of food
for himself and horse, he left tbe
post at midnight and rode across a
country uniuhabited by white men,
and most of the way covered with
snow. He had to travel by night
and hide by day. The temperature
was twenty degrees below zero
much of the time.
Immediately upon the receipt of
his message, troops were forwarded
from Fort Laramie, and the garrison
at Fort Kearney was soon relieved.
For this remarkable ieat, fiom the
effects of which Phillips never fully
recovered, the government did not
directly reward him, and now, in
behalf of his widow and child, said
to be in straitened circumstances, a
biii has been introduced and lavor
ably reported by the Senate com
