' Circulation Statement.
The circulation statement issued
by the Treasury department Febru
ary 1, 1900, contains some gratify
ing facts.
The general stock of money in
the United States February 1, 1900,
, was $3, 261, 957,698. Of this amount
there was in circulation $2,003,
149.355 against $1,918,260,557 on
February 1, 1.899, and only $816,
266,721 on January 1, 1897.
There was held in the treasury
as partial assets of the government
$258,SoS,343. This, observe, does
not include the "redemption
money" gold certificates to the
amount of $184,882,889, silver cer
tificates in the sum of $396,519,045,
and currency certificates (act of
June 8, 1872) amounting to $14,
580,000; neither does it include
deposits of public money in national
bank depositaries to the credit of
the treasurer of the United States,
amounting to $107,936,650.
The estimated population of the
United States February 1, ryoo,
was 77,116,000, and this gives us a
per capita circulation of $25.98.

refutation of the assertion that this
nation is afflicted with a scarcity of
money. There is plenty of money,
but a small per cent of the nation's
population is unable to get next to
it. This is true of every country,
is true of the past and present, and
will be of the future.. It is destiny.
An abnormal and ominous silence

surprises.
Our democratic and popnlistic
contemporaries are kindly fixing
up slates and things for the repub
licans. This is 'evidence that the
"open season" fo,politics will soon
be here. i.,..
The famous, or notorious, Johann
Most was in Portland the other day
and declared that his mission is to
"free the human race from the
insane asylum into wdiich we have
drifted." Ilerr Most is as modest
as ever. Apparently he is the only
one left on the outside of the big
madhouse.
Reports from South Africa indi
cate that the British troops are
still getting the worst of the argu
ment. They have learned from
bitter experience that the Boers
cannot be ousted from their strong
positions by frontal attacks, but
have not yet discovered the way to
do the trick. ThereMl come a time
sovie day, however unless "the
powers" should intervene.
The Independent at Hillshoro is
in receipt of a letter from gentle
men who propose io establish at
that place a condensed -milk factory,
provided the farmers iuthat vicinity
furnish at a central depot the milk
of 50 cows at the beginning and
increase t ;fe number to 1000 by the
eiAioi the first year. The offets
for a site and building to be deeded
alter the factory ' runs three years
have been received bv the promo
ters of this proposed, industry..
The Tillamook Headlight re
ports that the cheese made in Tilla
mook county last year brought in
from the outside $74,000; butter,
$100,000; beef cattle, $50,000. No
wonder the Tillamook farmers are
among the most prosperous in the
state.
Ex-Governor Churchill, of Ar
kansas, a life long democrat, re
cently declared himself for expan
sion in these words: "I am a loyal
democrat, but an American citizen
and I stand by the flag aud the
soldier who is fighting for it. Ex
pansion is a democratic doctrine
and we cannot honorably recede
from it. I do not see how any
southern man can take any position
other than for expansion. 'Imper
ialism means nothing and is simply
used to scare the ignorant. Our
flag is planted in the Philippines
and no one is going to haul it down;
and there it will remain as a beacon
light to all Asiatic nations.'1
