A number of other countries, in cluding France and Germany, have an agreement with the United States under the postal treaty, per mitting the transmission of sub stances of the kind specified through the mails. The city jail and council chamber in Gervais were destroyed by fire last Friday night. The jail is a small building and the council chamber is a large stuiclure. All the contents of the council cham ber were saved, including the county voting booths. The origin of the fire is thought to have been incendiary, as the jail was thor oughly cleaned and a new lock had been put on. It is supposed that some one set fire to the jail and had no intention of firing the larger building, but they were so near together and the protection so limited that to save them was im possible. There was no insurance. The loss is $800. Here is a sort of perpetual motion affair. A firm of moneyed men in New York have bought a piece of land and will stock it with 1,000 black cats and 5,coo racs. It is estimated that the cats will increase to 15,000 in a year or two, mid b!ack cat skins are worth $1. The rats will multiply five times as fast as the cats and the rats will be caught and skinned and the hides void to kid glove manufacturers, while their carcasses will feed the cats. On the other hand, the carcasses of the cats will be fed to the rats. This is one of the best self-supporting schemes we ever heard of and there is a gold mine in it. The cats will be allowed to increase until the 100,000 limit is reached, when the income will be enormous, as no feed will be neces sary after the first year. - The Oregonian of last Monday says. "The recommendations made on September 16, and was for warded to the president four in number are still kept secret. The delegation at its meeting decided not to make public the names of those recommended for some time, and Senator McBride, chairman of the delegation, has signified no desire to recind the rule adopted. The recommendations were for collector of customs at Astoria, postmaster at Corvallis and Baker City, and agent at Siletz Indian reservation. For the last place the names of 13 applicants were given out, but there is now some reason to think that there were others on the list, and among whom will be found the lucky man, and his name is Thomas Buford. Mr. Buford has held the position of agent at Siletz belore, and his claim for recognition a second time is said to have been made so strong, through the efforts of some who want him in office to control the Siletz vote, that it could not be overlooked.
