To begin with, tho stnto of Cal ifornia in 1910 voted n bond Issue of $18,000,000 for tho purpose of building two trunk linos of highway practically tho ontlro length of the stnto, with numerous branch linos and foeders connecting up nil cap itals of counties and tho main towns, tho npproximnto longth of which Is 2800 miles. Theso bonds wero to bear four per cont Interest nnd nVust not bo sold bolow par. Tho Honornblo Frank II. Gould. Surveyor Gonernl of California and Novndn, obtained for mo a lottor of rocommondatlon from Governor Johnson to tho Highway Commis sion, nnd I am ludobtod to tho Highway Engineer, Mr. A. D. For a Inrgo portion of tho roads tho Commission has adopted n pavoment consisting of n Portland cement con creto bnso ot a minimum thickness of four inches and fifteen feet wldo with shoulders nt least throo feet wldo on each sldo of tno concrete Tho concroto bnso Is covered with a thin coating of nspnaltlo oil of spo cliil qunllty and stono screenings, forming a bituminous enrpet from three-eighths to ono-twolfth Inch In thickness to sorvo ns a wearing Bur faco to protoct tho concroto. Af ter tho concrete Is thoroughly dry It Is sprayod with a heavy asphaltle oil nt tho rnto of from i to gallon por squuro yard, tho oil to bo applied by n power spray nt a temperature of about 250 degrees Fahronholt. Upon this stono screen ings nro nprond until all of tho oil is absorbed, and loft until thorough ly sot boroio truffle Is ndmltted. Tho cost of per mllo of this clnss of construction based upon 100 miles under contract Ib $7000, aa follow: Grading, culverts etc., per mllo, $1,300; equals 17.1 por cont. 4-Inch concroto bnso, por mllo, 5, 800.00; oqunls 77.1 per cont. 3-8-lnch bituminous wonrlng sur faco por mile, $440; cqunl 5.8 por cent. This Is equivalent to $0 per cubic yard of concroto for the bnso, and 5 conts per square yard for the wearing aurfneo. Taking this as n busU and supposing wo wero to build our ronds nlno feet and flvo Inches thick, with tho Bnmo woarlng sur faco, tho cost of our road would be as follows: 5-lnch concroto bnso, 9 feet wide, por mllo $4400, 3-8-inch wearing aurfneo, at flvo conts por squaro yard, $254, making a total of $4004 por mllo. Mr. Flotchor gives tho llfo of this kind of wearing aurfneo as about two years. At this rate it would cost $1050 to koep tho road botweqn Coqullla and Myrtlo Point In good condition for a yoar, whllo under our prcsont systom It costs thousands of dollars, nnd tho rond Is never in good condition, nnd is practically lmpasstblo during tho winter months. Even If tho cost of maintenance was Boverat times this amount It would still bo a paying proposition. Practically all of tho counties throughout tho stato havo agreed to furnish all necessary right of way through tholr respective districts freo of charge and to build practical ly all bdlgcs over 20 foot In span. Tho right ot way In almost all cases has n minimum width of 00 foot, nnd graded to n minimum width of 21 on nil roads excopt In mountain ous country, where n minimum width of 10 foot Is allowed. A max imum grado of 7 per cont is allow cd for tho mountain roads, but this Is allowed only in very mountainous localities. Tho crown of tho con croto roadway Is vory flat, being not more than 2 3-4 Inches. As a rulo tho pcoplo, town and corporations, of tho stnto havo beon vory liberal with tho Commission. Tho farmers along tho routes have donated land for rlghtB of way, lo cal banks havo bought up large amounts of bonds; companies nro furnishing comont, sandstone etc., at bedrock prices; tho railroad com panies of tho stato havo entered in to on agreement with tho Commis sion to haul all materials used for construction at practically CO per cont of .tho standard rates. This means a Bavlng of untold thousands ot dollars to tho Commission. Fol lowing nro tho rates ngreod upon for hauling nil material Including contractor's equipment. Stono, gravel nnd snn, Mi cont por ton por mllo, with a $0 por car minimum, oxcluolvo of mountain hauls. Iload oil and bituminous rock, 3-1 conts por ton por mllo, min imum $10 car. Asphalt, 1 cont por ton por mllo, whether In tank, enrs, or pneknges, minimum, $10 por car. All other commodities, (a) tho lowest of nny commercial rato, or (b) ono-hnlf of any class rate; minimum $10 por car. Tho Commission has a contract with ono of tho largest crushed rock concerns to supply 500,000 tons of crushed rock nt 45 conts per ton. They nlso havo n contrnct with var ious gravel concerns to supply tho anmo nt 27 cents por ton. Tho Commission hns set a good precedent by standing botwoon tho smnll contractor nnd tho powerful paving concerns who nssumo to do business undor tho so-callod patont rights, nnd nnnouncod In no uncer tain terms Ita Intention of defending nny nnd all suits for lnfrlngomont of said so-called patent rights. Wo, In Oregon, hear and rcal a great doal ot criticism of the typo of construction ndoptod by tho Com mission, nnd upon Investigation I havo found that n great doal of this criticism originates from largo pav ing contracting firms, who claim that tho Commission should use from 1 Vi to 2 inchos of shoot asphalt for n wearing surfaco, or somothlng equivalent. Now practically all ot such finishings nro covorod by pat ent, bo that tho cost is absolutely prohibitive Agnln you will bo told that 4 Inches of concroto Is abso lutely Insufficient to carry heavy traffic. ' I personally examined about 200 miles of tho highway and fallod to find ono slnglo Instanco whoro tho 4-Inch concroto baso had fallod. I find thnt tho pavoment Is cracked across tho roadway about ovory 30 foot, duo to contraction, hut this would havo occurred had tho pave mont been a foot thick. Just as soon as those- cracks appear tboy nro filled with a bituminous mater ial, and after .tho woarlng surface In applied theso cracks cannot be found on tho surfaco even by a close inspection, nnd the roadway is left perfectly smooth, whllo If expansion Joints had boon used thero would bo a rough placo loft, which would mnko moro or Icsb of a Jar in rid ing over It. I found soveral places whoro the concroto that had not recolvcd the wearing surface where It had be come pitted to considerable oxtent. I nlso found places where tho wear ing surfaco was flaking off of the concroto.
