C. A. Smith's proposal to dedi
cate to the city n strip of land
thirty feet wide for a continuation
of South Front street to the prop
erty of the Cons liny, UoBclntrg &
Eastern Hallway Company, along the
west side of the right-of-way recent
ly acquired by the Wlllnniette Pa
cific, and to provide for extensions
of Anderson and Curtis avenues,
with a street to the harbor lino Just
north of Klrod avenue, w.ts submit
ted to the City Council last evening
In writing. Tho project met with
the unanimous approval of tho mem
bers, but It was decided by the
Mayor, and approved by the Coun
cllmcn, thnt he should see what
could bo done to secure a right-of-way
across tho Willamette Pacific
tracks for the now street to the har
bor line beforo signing the ordin
ance. Tho proposal of C. A. Smith, or
the Marshflcld Realty and Trading
Company, was similar to thnt out
lined In Tho Times of S.iturlny
last. This was In effect as fol
lows: What Is Proposed.
The Marshflcld Realty and Trad
ing Company proposes to dedicate
to the city a strip of land thirty
feet wide bordering tho west side
of tho Willamette Pacific right-of-way
from the south end of Front
street In 13. 11. Dean & Company's
second addition to the city, to the
north boundary of the properly
now owned by the Coos Ilav, Rose
burg ft Uastern Railway, the com
pany reserving tho right to build
sldo tracks, nn elevated road,
switches and whatever may be re
quired which will not Interfere with
tho strip as n public highway, and
to dedicate strips of lnnd lmm'.

nect with the strip mentioned; also
to dedicate for street purposes at
tho Boutnorly end of the strip, a sec
tion of laud fifty feel wide from

grant free right-of-way for sower or
drain ncross the lands of tho com
pany near Mill Slough for a period
of eight years, and a free right of
way for n drain or sewer across all

Mill Slough, In the city between
Ninth street South and lOlghth street
South, and tho waters of Cons Hay
a nuisance, and requiring It to be
filled, a Klt"hlc drain Instullcd
therein anil granting permission to
tho owners of the property adjacent
to tint slough to fill the same iu
install the snltl drain by private
contract, to be paid for by tho
owners In, on and abutting t lit I
slough, was panned by tho Council.
The time limit fixed for tho Im
provement wus six months.
The plans and specifications of
Cllv Kngiueor Ilucklngham for the
filling of Mill Slough and providing
for a sewage system were inspected
Following Report of Fire
and Water Committee
Changing the boundaries of the
fire limits In the city frcftn those
proposed In a recent ordinance, tho
City Council Instructed tho City At
torney last, night to draw up a new
ordinance fixing the fire limits so
as to prevent tho construction of
Cranio buildings In the business
section. With a few changes, the
bouudnrlcH chosen were those se
lected by the fire and wnter com
mit to, na reported by Councilman
Winkler.
The proposed boundaries ,arc as
follows:
From the center line of Alder
street and the hnrbor lino west to
Ilroadway south to Highland nve
nuo. thence west on Highland to
Fourth street South, on Fourth street
to Anderson, east on Curtis to Sec
ond street, south on Second to
Klrod avenue, east on Klrod to
Ilroadway, north on Ilroadway 100
feet to tho new street proposed at
the south end of 13. 11. Dean ft
Company's second nddltlon, thence
to the rnllroad right-of-way, thence
north to Central avenue, enst to
the linrhoi- line ,md north to the
place of beginning.

bonds as an emergency for unpaid
assessments wns passed by tho
Council.
There was considerable discus
slon over the advisability of pur

but no action was taken, tho general
decision being to find out If tho
streets where planked and bridged

machine being driven over them at
a rapid rate.

were accepted, the Council adjourn
