' A CITY IS TO A large extent the custodian of the health and health and happiness of Its residents. The money a city pays out to insure a good water supply good sewerage facilities, adequate recreation grounds and similar ne cessities may well be likened to mon ey paid as premiums upon a health policy for the city. In tho larger and older cities of the world, tho authorities are now awakening more than ever before to tho need of action along this line. Frequently it happens that munici palities pay out fabulous sums to secure recreat'ion grounds that could have been secured for almost noth ing years ago. During the past few years Portland has been paying out thousands of dollars for park sites and broadmlnded citizens know that tho Investment is wise. The city of Berlin, capital of Germany, Is pay ing $10,000,000 for a great forest adjacent to the city and is going to dedicate It to park purposes and to the maintenance of adequate munlc ' lpnl waterworks. ' Tho trouble with most small west ern cities like Marshfield Is that In providing these municipal necessi ties the people do not look far enough tq the future. Most of the improvements are carried on piece meal and are In the nature of tem porary expedients rather than per manent improvements. Proper al lowance Is not made for the future growth and advancement of the city. Tho "penny wise, pound foolish" po licy Is often folldwed. Sometimes this narrow course Is taken because tho city Is In stringent financial cir cumstances; sometimes the fault lies with tho people who are In con trol. At this tlmo Marshfield needs much in the way of municipal Impro vements. The sewer system should ho extended until It covers every por tion of tho city and something In tho way of a park system should bo pro vided. All of these things may bo had If only tho proper work Is done. Tho sooner they nro provided the hotter It will bo for Marshfield.
