T HE COST OP A city beautiful Is something enormous, but, aside from the education and Inspira tion it affords its residents, Paris has demonstrated that It pays. How much the public Improvements In Paris had cost up to the time of the second empire no one knows, but It was many millions. Under Baron Eugene Haussmann's direction Na poleon III spent $500,000,000 to make Paris the most beautiful city In the world, and additional expen ditures have been made on no mean scalo ever since, says an exchange. Now It Is proposed to spend $135, 000,000 more in carrying out a sys tematic plan of beautiflcatlon, the municipal council having already ap proved the plans and appropriated the money. Under Bos3 Shepherd millions were expended to make Washington beautiful and symme trical, and ft Is now far in advance of other American cities. New York has expended enormous sums for municipal beautiflcatlon, but Its bus iness district Is so out of harmony that It cannot be compared to Paris and Berlin In this respect.
