An accident that might have resulted seriously was narrowly averted Monday even ing as the Alliance was docking in North Bend. Tho launch Garland with a large barge in tow started from the dock directly in front of the Alliance. The big steamer sig nalled the launch at least three times but could get no response and it was only by quick and effective work by the big boat that an accident was avoided. Captain Parsons spoke to tho captain of the Garland as to his refusal to answer signals and tho launch man replied that ho did not hear them.
