LeVar Outlines VieWS On Questions to Be Decided Next Tuesday. Editor Times: Marshfield Is face to face with a crisis. This cannot be put Coo strongly, for upon a thorough real ization by the people of the true sig nificance of the situation, right now, at this time, depends in great meas ure the future of the town. A ques tion is to be decided next Tuesday, a wrong, solution of which is cer tain to set the town back for year3 and undo a great part of the good work that has recently baen accom p.ished. This question, stated baldly, Is whether the town shall go ahead or go back whether we want a greater Marshfield or a littler Marshfield. Stripped of all fog and confusion, this is exactly what next Tuesday's election means, and he who cannot see It is not to be congratulated on his clearness of vision.- noth in the selection cf council men and in passing on the proposed bond-issue, the decision of the voter will be, must be, fixed according to nis position on wie sreuier uuwmuu, of progress or retrogression. The opposition has been formed Into a body; they have put up candidates; they make their campaign on a basis of condemnation of the course of the administration, of its course In the matter of street work and street pav ing, of its course in the matter of city employes, of its course in the matter of buying things, no matter wnai, ior me cuy. ii is an wrong. The mayor is wrong; the council is wrong; the whele business is wrong. ' What does this mean? It means that the miles of new streets that have j hppn nnpnpd nml nt plpvntpri rnnd- ! ways that have been built, the pav ing that has been put dtwn, ough never to live been opened or grad ed, or built, or laid. It means that the disgraceful old pigpen of a jail, built In 1875, ought to still b9 in use, that the city hall ought to still be a third of Its present Bize, beeaiiBo it was big enough twenty years ago. t 't means that tho spirit of- progress and of dauntless faith in Its own fu ture that has distinguished Marsh field above any other known town or city in the United States, during the trying times of the past year, was all wrong. It means that the work of civic Improvement that has been i;oing on, led by the city council, and which has aroused the enthusiastic admiration of every InteHIgent per son from the outside world who ha visited Coos Day, was all wrong; that we should have followed a course of pinching "economy," should have cut down expenses, should have done no street work, built no new roads or bridges, laid no pavement, made no provision for the future, nor even met the demands of the present If they could pessibly be avoided, that we should have given notice to all visitors that even tho city council had no faith In the town nor in the ability or willingness of its citizens to contribute toward its up-building. It is not likely that all members of tho opposition understand their own position In just this way, but their influence is all In the d'raction indicate 1. When you condemn tho courso of the city council in toto and elect a council on that platform of opposition, you point out the oppo site course as tho proper one. When you condemn progress, you tacitly endorse the other thing. Do you know what it means whon you argu? hat the expenses of the town for the vast year or two should havo been kept inside of the income, forgettiiig that the town has doubled In sizo and population, and necessary expenses havo Increased faster than incomo, as Is always tho caso under such circumstances? Would you do away with tho addi tional police protection that has been provided, with tho Increase in pop ulation, and go back to Jack Carter at ?G0 a month and one night watch. Would you refuse to employ a com petent man to give his nttontlon to tho fire apparatus, and go back to a monthly inspection of tho onglno by a machinist? Would you Jeavo the fire department crippled for want of adequate equipment and tnko tho chances on seoing the Front street fire that we havo been dreading for the last thirty yoars lick up tho town, while tho water escapes through rot ton hose? Would you discard tho city onglneer, and contlnuo on tho ancient Bystom of sotting grades, laying sew ors, etc by tho hlt-or-mls3 and piece meal methods, with no reference, to any general plan a Method that hag already caused all sorts of trouble In the endeavor to make the new grades connect with old and to shape up the town on some kind of Intelligent and comprehensive plan? But It costs money to even formulate an Intelli gent and comprehensive plan. Per haps that 13 one of the "extrava- gances" that should be hooted down. These things are mentioned only to more clearly define the issue, not that the writer thinks that any mem- her of the city council needs his help. In fact, no member of the ad ministration Is a candidate for re election. Hut it is pretty clearly un derstood that the election of the can didates of the "opposition" will mean a condemnation of the course of the administration. This is the crux of the whole matter. It cannot be areu- ed that the candidates of the opposi- fa tion are better fitted for the office than their opponents. The question is whether we shall condemn or en dorse a progressive policy. Hut while deciding on an answer, it is well to clearly understand that, if, on account of some one action of-the n oj council of which we do not approve, we endorse the opposition, It really has the effect of a condemnation of , foresight, of tho "arger viw, of the courage which -dares to do what seems best for the town, even in the ' face of adverse .criticism. j The endorsement of the opposition J by the election of their candidatea ' means reaction. It means work undone that ought t0 be done.-' Tt means noorlv naid and too few employes. It may mean the t-jwn go ingup In smoke for lack of nden'te fire protection. It means no more pavement; no more new streets e i ed, If some parsimonious property owners object. It means more. It means that the splendid record of progress for the past two years is to be repudiated and crossed off the books; that notice ils glven to the outside word that this , thini nt nnl,nin. .rgiti,mi nnvt,r ......a .. WI.V...I.Q, 0.ut.U-, M..I j'tWlMt) streets, of laying out an intelligent and comprehensive engineering plan for the future growth nf the town, of forcing reluctant property owners to line up with their more progressive neighbors for the good of tho place that all this does not meet the ap proval of the citizens; that Marshfield prefer.s an administration that will do nothing but pinch the eagle. This is the whole thing in its simplest terms: to go ahead or to go back. And the result of the bal lot will be property construed in just that way. It is up to the people of this town to get in right on this question, and not make the mistake of gigging back at the wrong tim As a partial apology for spreading my views in this manner, I wish to say that 1 have watched this old town from Its pinafore days, that It Is the only town on earth for me; and I want to see it begin to fulfill Its destiny before I get too blame old to enjoy the spectacle.
