This Is the declaration of the Repub lican national platform, and postal sav ings banks will without' doubt be au thorized by law and established as a part of our financial system by the action of Congress at its coming ses sion, which will be convened in Decem ber. Indeed, much has already boon accomplished towards the enactment of this law. At the last session of Con gress a bill was carefully prepared which met with the approval of the Postmaster General, and wns reported upon favorably by the Senate Commit tee on Post Olllces and Post Roads. This bill is now on the Senate calendar and can be acted upon as soon as Con gress Is convened. ' The scope of the proposed law Is set forth in the committee report, which is in part as follows: Committee Report, The purpose of this bill is to placo at the dIsjosal of people of small melius tho machinery of the Postofllco Department to nld and encourage them to savo their earnings. Tho subject of postal savings banks or depositories is not new in this country and It may bo truly said to bo quite familiar to tho peoplo of Euiope and tho British colon ics. Tho propriety of establishing postal savings banks became tho sub ject of discussion In England as early as 1807. Every objection to such uso of tho postolllce facilities urged In this country wns vigorously pressed In the long-continued discussion of the subject in England. '- Por over fifty years private savings Institutions wnged bitter opposition to the growing sentiment lu favor of postal savings banks, but .notwithstanding such opposition in 1801 nn act of Par liament was passed gntith'd "An act to grant additional facilities 'for de positing small sulngs with the security of tho government for tho due repay ment thereof." That tho alarm of pri vate institutions was t 111 founded Is amply proven by tho recorded fact that the private savings banks increased thoir capital by more than ten millions of dollars In tho fiint-Jiftecu years fol lowing the establishment of postal sav ings Institutions. ', ' That the postal savings institutions proved successful 'Is satisfactorily at tested by tlio fact that no backward step has ever been taken In England on this subject and by tho further fact that in rapid succession tho Jead of, England was taken by other countries. The primary purpose of theso insti tutions Is to encourage thrift and a saving disposition among the people of small means by placing at their dis posal in every part of tho country reudy facilities for tho depositing of small sums, with absolute nssurance of repayment on demand wltli a low rate of interest on a limited aggregate amount. l'oatnl Siivlntm Dnnkn Needed, In certain parts of our country sav ings institutions are sulUclently numer ous to accommodate the peoplo, but such areas are quite limited, being con fined to New England and New York. It is alleged that by reason of tho num ber and location of savings banks thr is one savings account to every two at tho population of New England, where as In all tho country outside New En gland and Now York tho aTerags hi only ouo savings account to orery 1ST of tho population. Taking such figures to be approximately correct and recog nizing tho fact that the peoplo of all sections of this country are pretty much the samo In habits, inclinations, and purposes, It must be obvious to the most casual observer thnt tho people of tho South, the Middle West, and tho West do not savo their earnings as do those of New England from the tnsrs want of secure places in which deposits may bo mado. To those who feel inclined to bellers that tho establishment of postal sav ings depositories will Involve an la ment of paternalism it seems quits ficlcnt to suggest thut the machinery f the Postofllco Department Is now hi trx Istcnce and will continuo to exist with out diminution of expense whether such depositories are created or pot and thut the establishment of these depositories for tho benefit of the peoplo will not involve one farthing wf loss to the Post-Ofilce Department, but will probably, on the contrary, prore more than self-sustaining. Very slight computation will clearly demonstrate that tho postal savngs depositors fan not burdon the Post-OtUce Department with auy additional deficiency.
