If the newspapers of Georgia aie to bo taken as' a gage, that State has definitely mad ) up its mind to do nway with Its Lonvlct-lease system. A legislative committee has been ap pointed to mi ike a careful and ex haustive investigation, and, if half of the horro: s uncovered by their probing prov real, the State press .seem convinced that Georgia will "have abolished the lease sjstem be fore the close of the present session of the legislature. Convicts hi vo been hired or leased to contractor! In Georgia for almost Tialf a contuJy, the State thus treat ing its prisoners as an asset for prod ucing revenue. It has long been al leged by the Georgia press that the convicts hav s been treated In an in human manner, and that the leasing because ho was too weak to work. An old negro, sick and exhausted, was tortured to death in the fields be cause ho failed to perform his allott ed labor." Cases of this nature, of which doEens have been revealed, are not hard to find. The newspapers are full of horrifying details which have been brought out by the investigating committee. "The revelations which have been b ought out by the search ing investlg ltlons are nothing short of unspeak ible," says the Atlanta Journal. One convict of fered to subdue the negro, and arm ed with a pick approached him, dodg ed a lick with a heavy pick and stuck his own pick up to the handle in the negro's face, the point reaching down to the negro's lungs. From this wound the negro died in a year or fifteen months with pneumonia or tuberculosis." A still more pitiable example of the atrocities committed i3 cited by the Atlanta Georgian thus: "A mother with her two-days-old babe sat on the ground leaning against a building in ono of the AT THE DALLES Eight Pay $05,000 For 1,000 Acres Near Tho Dnlles. Wilson and Davis Bros., of this city, the consideration being 165,000. The Atlanta Journal, in comment ing further upon the attitude of Georgia and the problems which must be met In the tremendous loss of revenue, which the abolition of the system will mean to the State Treas ury, says: "The people of Georgia are impa tient of delay in the extinction of the Infamous convict-lease system. It Is with difficulty that they restrain their Impatience oven to the extent of per mitting further contracts to be made from year to year during the three years which the system will be allow ed to continue under tho Holder bill. "Practical men realize that the expenses of tho State Government must be kept, that provision must be made for the support of the convicts when tho lease system is abolished, and, in short, that an institution which is the outgrowth of more than forty years can not be extirpated in a day. "Governor Hoke Smith expresses the opinion, however, that the school fund will not suffer even If the con vict Bystem is abolished at once. It Is pointed out that there Is more money to the credit of that fund than there has ever been before. If this fihould prove to be truo, then nothing Would stand in the way of the imme diate suppression of the system, as boot as existing leases expire on April 1 of next year, if indeed the flagrant violation of tho rules of the commission has not already worked a forfeiture which would automatically ' tterminato tho leases, and at the same iitimo bring twenty-five por cent of "the secur!ty bonds into tho State 'Treasury. loo. The Washington Herald Is of the opinion that Georgia might easily solve tho problem confronting It If it' would make up its mind to forego any further revenue from Its convicts and agree that they shall become an Ashland Lad Impaled On Beast's Horns. ASHLAND, Ore., Sept. 11. Clar ence Corthell, aged 8 years, was at tacked by an angry bull at the Cor thell farm home, just south of Ash land, Tuesday evening at milking time, and impaled upon the horns of tho infuriated beast, which penetrat ed the abdomen of the little fellow and Inflicted injuries which are seri ous, if not fatal. Ho was brought to the hospital at Ashland for treatment.
