Sec retary of State Frank Benson, now Jn San Francisco, la to have an opera tion performed for cancer of the -stomach as a last resort to save his life. His condition Is so serious that :grave fears are entertained as to his recovery. According 'to the statutes of Ore gon, the Secretary ot state is tne suc cessor of the Governor when the lat ter dies, resigns or leaves the office. This is of especial Importance when lt Is remembered that George E. ..Chamberlain, the governor, has re delved the popular vote for United States Senator and a majority of the members of the Legislature are pledged to elect Chamberlain to the senate. If the legislature elects Gov- ernor Chamberlain to the senato to succeed Charles W. Fulton, the Sec retary of state will become acting governor tintil the following general election giving the secretary of state the powers of governor and sec retary and the salaries of both of fices. The election of Chamberlain would make Benson the acting gov ernor and give him two of the three votes In the state board meeting, which means almost absolute control of the political patronage of the state -Institutions and various and sundry appointments. In the event of the deceaso of Ben son before the convening of the Leg 3slature, Governor Chamberlain -would have the appointing of a new secretary of state to fill the unexpired term. If the governor appointed a democrat and was then himself elect ed to the senate, he would still leave (Oregon with a Democratic governor.
