Conditions throughout the coun try point to an early return of pros perity. Bank clearings, and railroad earnings are below those of a year ago, but the gap is steadily narrow ing. There are fewer Idle cars than there were at the beginning of June. The July Interest and dividend pay ments this year in New York, the country's financial center, were $177,000,000, as compared with $184,000,000 in July, 1907. Thus the falling off is far less than had been expected. About $46,000,000 of gold has been exported since the present outward movement began in the middle of April, but as we gained over $100,000,000 of gold in Novem ber and December last, and as we can get as much as we need from the outside world at any time we may need it, this movement does not disturb anybody. The rates for mon py are about the same as they are in midsummer of normal years. "Re-employment days" are be coming general. St. Louis had, one on Juno first, when 15,000 idle per sons wore put to work. On a far larger scale the Pittsburg district had one on July sixth, when every plant of the United States Steel Corporation, the largest con cern In the world in its field, re sumed operations. The other shops of that corporation, all over the country will, It is expected, all bo running by August first. All the in dependent steel concerns In the Pitts burg district, it is announced, will be at work with a full force by the first week In August. The Department of Agriculture In Washington says the crop outlook is better, on tho whole, than it ever was before at this time of the year. It estimates that the value of the coun try's farm products of 1908 will reach tho $8,000,000,000 mark. This will leave all records far behind. It will bo more than double the value of the farm yield of 1900, which was $3,764,000,000, Big crops have al ways heretofore meanjt good times for the country, and they will mean the same this year. HANK GUARANTEE FUND. Among its many innovations carry ing new mothods Into governmental affairs the new state of Oklahoma has undertaken to guarantee all losses to depositors in case of bank failures. This stilkqs tho koynpte of tho financial situation and is of mpre , actual importanpe than any other suggestion yet made. So arrange the laws, national and state, that bank failures will entail loss only to the bankers, saving men and women upon whose money wildcat schemes aro prppagatod from any risk, and tho financlnl condition will have largely righted Itself. Oklahoma has provided that the state banking board shall have powpr to levy an assessment of 1 por cent on tho capital Btock of every bank to bo used as a guarantee against losses by depositors. All banks to bo organized here nfter are to pay 3 per cent of their capital Btock Into this fund when tboy begin business. Othor states will follow this reform on the part of Oklahoma, and a fed oral law so governing nntlonal banks Is certain to bo enacted in tho near future. It Is In accoidanco with jus tlco and In harmony with tho demand of the times. It will, indeed, be cur rency reform. Where It Belong,!. "Excuse me," said tho playwright to his friend who was hissing tho piece, "do you think it is good form to hiss my show when I gavo you tho ticket that admitted you?" "Certainly," resentfully replied the friend. "If I'd bought n ticket, I would have contented myself by going out side and swearing at myself." Succesi Magazine. ... . . Ii With the Toait and Tea REINCARNATION. I've studied reincarnation; to explain It I will try. It means that you and I will really never die. What folks call death Is change of form that no one can escape You die and come to Earth again, but In a different shape. Some folks turn into animals, and some into a tree If Jake Goldie comes back again, a high ball hewill be. Oh, they say we'll appear in different form when we're on Earth again And you'll see our Coos. Bay men in strange disguises then We know that woman Bprlngs froni a shadow of the moon And a man may turn Into a corner saloon Oh, I know all about reincarnation. f Now tho fellow who talks In the council in sach a breezy tone Will be a gramophone, his record will be shown When Mayor Straw comes back to earth a paved street he will bo With property remonstrants ho will not at all agree And Marshal Carter will bo born a pair of steel hand cuffs And on tho baseball diamond will collar all the muffs. While Wilhelm Holl again on this world will hatch As a Murphy In W. R. Haines rront jard potato patch. i Now all of us know that Shakespearo Is upon this earth again; They say he's quite a man and his name Jack Flanagan" He's written a play for C. S. Dodge who'll play a magazine And Bill Lawlor is going to act as a can Of gasoline Then "Mickey" he'll come back to Earth, that's plain, And he will be a baseball bat and It will stand the strain Oh, they say we'll appear In a different form when we're on Earth a,gain And you'll seo our Coos Bay men i n strange disguises then And Bert Dlmmick, with his saucy tw'rl Will come to life as a Gibson girl Oh, I know all about reincarnation. J X Selected. The sooner a man learns that he can't catch happiness by running af ter it the happier he will be. The true test of a man's affection for his wife is when he takes her fishing and says she caught the big gest fish of all. A rich man's son Isn't "old enough, to know better" within ten years of the time that a poor man's son is expected to know. Is she a girl who will occasionally give one a kiss?" "Yes, even two or three a kiss, I've been informed." Dorsey Kreitzer's young son put it up to him this morning all right. "Papa," he asked, "after every one dips who'll bury the undertaker?" The dally lesson: Before marriage, it Is pjoper to say that He escorted Her, but if they appqar togpther after marriage it is correct to say She dragged Him. I told a girl at thq restaurant tor day that I wanted a spoon, she said, "all right, I'll come and sit with jou when thp noon rush is over." That girl will get on all right. , ' If a man should go up to a boy of 10 or 11 and say to, him, "You are not only a good boy, but you aro good looking," tho boy would prob ably havo a fit from puro surprlsq. No one ever compliments a boy. "John, I want a now summer hat," a Coos Bay woman remarked to hor hubby. i "But, my dear, you haven't any now gown to go with it." "Then I want a now gown." "How absurd you are! What's tho uso of a new gown when you haven't a now hat to wear with it?" Only Vay. "I bupposu'i our wife has tho lis') woru." "Not much." He was accompanied by his sister and among Ihe places visited by them, was a largo dry goods store. He purchased a pair of gloves for his sweetheart and the sister bought a pair of hose for herself. But the clerk happened to get thpm mixed and the explosion came when the sweetheart opened the package and found that it contained a long pair of silk stockings. She blushed. Then she opened a dainty little sweqt-scented note and read the following tender lines: "I am sending you a little present. Oh, how I wish that no other hands than mine would ever be permitted to touch them after you put them on, but aas! scon's of fellows may touch them when I am not by your side, and many eyes may see them when you are on the street or at par ties. I bought the longest pair I could get, and If they are too long you may let them wrinkle down. A, great many girls I know wear them slipped down a little. Always wear, them at parties.
