ITS HELP TO A KANSAS TOWN Hiawatha Prospering In Face of Evi dent Disadvantages How Public Spirit and Consistent Civic Improve ment Rescued It From Lethargy. The merchants of Hiawatha, Kan., have taken up the "ginger club" Idea started by Kansas City business men. Those in each block will form a club, and each will try to outdo the other In improvements. The clubs will work with the Civic Improvement club to beautify Hiawatha this summer. The flrst club to organize is called the Five Hundred Block Oregon Street Improve ment club. The officers are: W. O. Noble, president; II. D. Ad ams, treasurer, and P. M. Smith, secre tary. The officers form the executive com mittee, with full power to spend mon ey for necessary Improvements. This club is formed in the smallest busi ness block in town. Every business man and woman in the block Is n mem ber of the club. They have subscribed $50 monthly for improvements, says the Kansas City Star. Electric lights have been placed every twenty-five feet along tho block, and the lights are kept burning all night The buildings in the block will bo painted a uniform color. Lights will be placed in tho alleys and kept burning all night as a protection to property. The club has made a special sprin kling contract for this summer, and tho streets are swept each day. As tho streets are not paved the club has Induced the city council to put in a ce ment crossing in the middle of the block, and property owners have agreed to put cement walks In the al- 4 leys. The clubs in the other business -v blocks win rrark-cJong similar lines. A-rvlc Improvement club has been QWn" existence in Hiawatha for several years. It has done much to beautify tho town. Work for this summer has already commenced, and the residents are taking hold with new vigor. The members of the Improvement club havo adopted the slogan, "Make Hia watha a beautiful and spotless town." The members of the club plant and tend flower beds in tho city park, which faces the main business block. The park will be strung with electric lights this summer. Tho improvement club will turn a vacant lot near the center of tho town into a children's flower garden. Each year the i:lub offers prizes for I the best kept yards, churchyards ani Bchool yards, for t he best garden plant-' ed and tended by a child, for tho best garden planted npd tended by a man over sixty years nld, for tho best look ing yard kept in order by a woman ' and for the best riower gardens. Those who are too poor to buy flower needs and thero are few of them are furnished with seeds by tho club. In the fall a flower show Is held, at which the urizes are awarded. Tho business men and others pay the expenses of tho club, aud the officers give their services. Tho city council and tho board of county ommlssloners appro priate money toward the support of tho club. Tho city administration is In hearty Bympnthy with tho town improvement movement An ordinance hns been passed fixing, a fine for any person found guilty of spitting on any side walk or crossing In the city. After each rain the dirt streets tare dragged at tho city's expense, and a movement has been started to pavo tho streets in the business section. City employees cut the weeds along the street, aud when weeds ara not cut In vacant lots tho city officials promlso to seo that it la dono at the cxpeuso of tho prop erty owner. Each Wednesday evening during this summer concerts will bo given in tho - city park. Tha concerts havo been given each summer for nearly twenty years. Tho bond Is paid by tho busi ness ipnlmd othiir residents. Tbo city .icouficil contributes each year to tho support of tho band. In all tho band receives nearly ? 1,000 a year for ex penses. Tho members aro not paid sal aries. Tho money put into civic Improve ment has beon well spent. There aro no big Industries In niawatha to cm ploy a large number of men; tho town is Just dependent upon the surrounding country. A few years ago Missouri Taclllc division headquarters wero lo cated there, but were later moved to Atchisoi). Wlieu the railroad families left, many houses wero left vacant, rents wont down, and tho value of real estato decreast'd. The pessimistic suld tho town would Dover recover. Tho otbors kept quiet and worked for city Improvement. The work of beautifying tbo town hns brought results. Hiawatha has grown larger than ever. Tucro are no vacant nouses; newcomers cither havo to buy or build. A water system and sewer system ex tend over tho eutlro town. Tho city, electric light plant furnishes power for lights on street corners. City property la higher than ever before. This has all been caused by the citi zens making a united effort for town betterment. Thero Is not a Jolut or gambling hall In tbo town. SLEEP? FEELING BALLAD OF SLEEP!' BILL. Tho buyers came young girl and dame And youth and man and child. Thero was a rush, a real crush In fact, to put It mild, All SIcepyvlllo woke up, until Tho rush was almost wild. And Dill awoke and even spoke. He said; "I'm feelln' sore. I never thought folks would have fought To patronize my store I guess them ads. Is pop'lar fads I'll advertise somo morel" T. SAP?, JR, PROTECTING SHADE TREES. Work of Commissions Appointed For That Purpose. The cities In New Jersey and Penn sylvania are by statute now enabled to appoint shnde tree commissions to take care of the shade trees on their streets. Tlioy can set out new trees and assess the cost on the property beneflted. Tliey trim trees, protect them from in jury, clean out decayed trunks and fill the holes with cement and wage war against the Insect pests. Municipal Engineering describes the methods of work of the shade tree commission of East Orange. X. J., and shows what can be done. In the trimming of trees great care is taken to cut off all limb close to and even with the trunk. All scars arc painted with a coat of thick coal tar. All trees on a street are pruned to a uniform height, nnd as far as possible that height is made ten feet, to clear all street lights. The campaign against the Insects in festing shnde trees forms one of tho chief tasks of the commission. The control of the Injurious Insects not only preserves iue foliage of the trees for the seasou, but maintains their health and vitality. What can be done by persistent work In this lino is shown by the results with the woolly maple scale (Psoudococcus accrls), which attacks the sugar maple. Other pests are tho tussock moths, attacking the American elm and linden, tho white maple nnd the horse chestnut; the cotton maple scale, attacking the white maple: the elm leaf beetle, the spring elm caterpillar, the bagworm nnd the fall webworm. How Girls Helped to Clear a Tract For New Park. No appropriation was made by the city council for cleaning tho tract, and Mayor Beall resorted to a general call Tho results surpassed his expectations, aud rubbish and leaves disappeared as if by magic. Selling by Fraud. One of the catalogue houses, other wise mall order stores, Is selling for ?3 an electroplated watch which it repre sents as having a gold filled case, and tho house warrants the timepiece for twenty years. Precisely the same watch Is sold at a profit by many Jew elers for $3. The mall order concern which sells It for $8 makes ut least $5 by clear and unadulterated fraud. Yet many persons throughout tho countrv are buying this tliucplcco just becauso of tho twenty years' warrant aud tho gold filling claim. Naturally a man who has been "handed a lemon" will not kick back If the lemon turns out to bo sour, so tho catalogue house has very Httlo trouble from the complaints of those who find that tho nrtlclo thoy get Is not tho ono they order.
