THE TIME TO BUILD.
Ignorance on the part of an indi
vidual, community, state or a na
tion may not be excused when every
facility and every opportunity exists
for its removal.
Just now the building trade of the
United States is unsatisfactory be
cause of the general indifference or
neglect of the business educational
factors. Tho time to build is when
material and labor can be secured
on most advantageous terms. That
time is now.
Ignorance of the present unusual
opportunities and the failure to take
advantage of conditions which may
aot again present themselves for
years, are inexcusable.'
This Ignorance is due to careless
ness, negligence or overslnght on
the part of commercial educators, as
stated. It should be charged up to
the shortcomings of lumbermen,
dealers in hardware, real estate men,
bankers, commercial organizations,
and industrial associations.
The press of the country occa
sionally prints an article setting
forth the advantages which builders
may derive, but no systematic cam
paign for the enlightenment of the
people who are in a position to build
ever has been launched.
Now is the time to build. This coun
try Is suffering, if at all, with sup
pressed enthusiasm. The warehouses
are full; stocks of lumber, building
hardware, lime cement and all other
classes of building material are more
than sufficient to supply the present
demands. Nominally some manu
facturers of building materials have
not lowered their prices, but in every
line, owing to the slack demand,
dealers are willing to make conces
sions to secure business. This Is
truo of the glass makers, lumber
men, hardware dealers, brick and
stone men and of producers of al
most every article that enters into
the construction of dwellings, ware
houses and office buildings.
It is true in every line of Industry
In the United States and each par
ticular department of trade is wait
ing for something to start.
Now Is the time to start it. The
reason haB been stated and may be
reiterated.
Material and labor can be secured
on more advantageous terms now
than at any other time within the
last five years, and probably more
cheaply than will be possible at any
time after 1908.
Mills and factories are being op-
orated under reduced schedule. Some
of them are closed down entirely.
The workmen who manned these
Institutions are Idle; some of them
are walking tho streets looking for
employment. They are able and an
xious to work and under the present
conditions will give greater and hot
ter service in oxchango for less mon
ey now than they have beon accus
tomed to give in tho past.
Money Is easier. A Chicago bank
has just issued this statoment:
"We made a real estate loan late
in May at 41& per cent and sold it
three days after wo made it. We
are making lonns every day at 5 per
cent and that will be tho current rate
very soon.
Lumbor is now being offered at
prices which appear ridiculously
low when compared with market
values last year. Whoro tho man
ufacturer or tho dealer refuses to
make heavy concessions In prices

This year a great deal of lumber
has been sold at prices that did not
yield sufflclont to cover tho actual
cost of producing tho stock This,
of course, has not beon tho case gen
erally, but the lumber trado, so far
this year, has beon conducted on
about tho samo basis as tho buslnoss

A Coos Bay man was giving a re
ception, and the conversation turned
upon the subject of losing money.
Mrs. Brown had lost some bills which
of the man who trades a dollar for
100 cents.
Fir lumber is selling at $4.00 per
1000 less than last year, sash and
doors are 25 per cent below last
years level, brick is $10 and $12 per
1000 instead of $22 and all other
materials In proportion. These
prices are figured on the basis of the
Coos Bay market.
Prices ot millwork are on approx
imately the same footing. Other
kinds ot building material also are
being offered at bargain prices.
In some sections of the country
building has been good but as a
whole It is far from satisfactory.
Its sluggishness may be traced
largely to the Ignorance of the peo
ple who are able to build and who
do not appreciate or do not know
of present advantages.
A moment's reflection could con
vince anyone that It Is a pretty safe
thing to buy at prices which repre
sent merely tho cost of production.
It is Incumbent upon those who
handle building material to acquaint
the trade with those facts.
Soon the railroads and other
heavy consumers must come into the
market and tho Instant they do
prices nro going to advance 10 to 25
per cent, and the Individual who de
layed building In the hope of secur
ing oven better terms Is going to
be left.

ciations, banks and others who are

It may not be popular at a time when military and naval budgets
nro being considered to call attention to the great achievements of tho
second peace conference at The Hague, but for my part I could not
imagine a more appropriate time to do so in fact, I hold it to be our
solemn duty before voting away the people's money to carefully con
sider actual necessities, especially at a time when the REVENUES,
BOTH INTERNAL AND CUSTOMS, ARE FALLING OFF
and every dollar wo can spare is badly needed for the erection of
buildings to house the growing federal service and for the IM
PBOVEMENT OF THE WATERWAYS of the country. And
tho actual necessities for military and naval armaments have certainly
been lessened by Tho Hague agreements.

WE HAVE LITTLE TO FEAR FROM ANY EUROPEAN POWER,
AND EVEN LESS FROM JAPAN, ALL JINGO TALK TO THE CON
TRARY NOTWITHSTANDING.

Unless wo are all in ignorance as to the truo situation and it is
incredible that the mikado's representatives should misrepresent it to
us a simple agreement to arbitrate differences and to mutually guar
antee territorial integrity and undisputed home sovereignty would
EFFECTUALLY DISPOSE OF THE JAPANESE QUESTION
FOR ALL TIME TO COME, and not a single battleship will bo
needed to secure the benefits of such a treaty.
Under tho circumstances T believe every member of tho house
to bo justified, from tho standpoint of international obligations as
well as that of national security and national honor, in declining to go
beyond the naval programme as agreed upon at the two sessions of
tho last congress.
Contrary to common report, I am by no moans a sentimentalist
on this question. My courso was as practical as the demands of natri-
I otism and the necessities of my country dictated, and I repeat what
x sam in uio uegmning, that, as in tho past, I am ready to support
President Roosevelt's policy announced a year ago namely ONE
BATTLESHIP ANNUALLY, which, to use his own language,
means no enlargement of tho navy, but merely "enables us to keep up
our strength and make good the units which become obsolete."
