Address All Communications to COOS BAY DAILY TIMES Mnrchflpld ..... Oreson PLEA FOR A CITY BEAUTIFUL A plea for a city beautiful of Marshfield and harmony in civic pro gress was made by Otto A. Welle, former city engineer of Spokane, Wash., in a heart to heart talk with the city council a score or so of prop- prtv owners in attendance at the council meetine Tuesday night. Mr. "Weile told of his impressions of Marshfield since he came here a few days ago to do some work for the waterworks company, scolded the citizens for not taking the advantage of their opportunity and outlined to them how other cities were improv ing. Mr. "Weile, who has a wide reputation as a municipal engineer, found a responsive chord in the au dience who listened intently as he talked and applauded loudly when he concluded. Mayor Straw, T. J. Hall and several others thanked him profusely for the ideas he had given them. "The Lord has provided you with a wonderful opportunity to build a beautiful city and keep f.t beautiful If you will only do a comparatively little work," said Mr. Weile. "The chance you have is remarkable. We thought we had a fine townsite at Spokane but It didn't compare to Coos Bay. I don't know of any place whose natural contour com pares with Coos Bay. It Is wonder ful. Improve the Streets. "I think it is certain that you will have a large city here some day, but you won't have it soon unless you Improve your streets and get started in the right direction. Make your streets and public improvements good and people will be attracted here wealthy people whose money will help you In the work. Leave your streets mud holes, your side walks dangerous to walk on and no touch of the beautiful anywhere and people won't remain if they do come. The Lord has done a lot for you, more than you probably appreciate. Almost every kind of flowers and trees will grow here with the least bit of attention while in Spokane and other places It costs hundreds of dol lars to raise a few roses that could be had in Marshfield almost without effort. "Everybody should get together and unite In a campaign for civic Improvement. First, fix up your streets. You want people to come here and to remain. The first things they notice are the streets and side walks. If they are bad, they imme diately form a bad opinion of the city and its citizens. Next, sewers are essential because of sanitation. "In Spokane we have a 150,000 committee and a "city beautiful" committee. In the latter, wo have en listed everyone, men, women and school children. You should do the same thing here. The children can and do help a lot. Wo have 'Clean up days' twice a year and the school children see that the city Is cleaned up. "As to street-paving, asphalt and like materials are probably best. Then comes brick, then the stono pavements and last the various kinds of wood paving. The first requisite of good paving is to get a good foun dation of concrete. The sand stone you are using here will not niako a good foundation but I think you can find lots of gravel and other kinds of stone nearby that will. Investigate and get them. The stone you are now using won't niako good paving be cause it Is too soft and will turn into mud. "With all your lumber around here, I think thnt the wood paying would probably prove the beet for you. Plank paving is only tempor ary but In some places, on account of Its cheapness, it can be put in to advantage. Experiment with wood block-paving and see if you can't get some kind that is satisfactory. If you can, it will bo a good thing be cause It will mean another Industry for you and the keeping of the mon ey for material at home. Don't Make Streets Level. "Don't try to make your streets here level. It would be a mistake. Streets should have even as great as five per cent grade to shed the water. Don't lay out your streets and blocks rectangular regardless of the na tural contour of the country. The city will be better off and be more sightly if the streets are occasionally winding in conformity with the na tural lay of the valleys and hills. "Don't waste your money by pav ing great, wide streets. In residence sections twenty-four to twenty-six feet Is sufficiently wide for the pav ing. Park the remainder of the street on both sides. Plant a few trees, shrubs or flowers in the park ing and make the thoroughfares beautiful. "Where property values don't war rant paving, build a good dirt street by making it narrow and rounding it up In the center a foot or eighteen inches so that it will shed the water, Good streets can be maintained this way until permanent paving can be put in. Praises City Engineer. "Another thing that I want to say In this connection is to exercise a care that you don't snow your city engineer under with work. Don't knock him and find fault with him all the time. Marshfield has a lot of hard engineering to do. Provide means for the city engineer to call in ex perts for consultation of some of these iobs where you propose to spend many thousands of dollars No one man knows all of these things so well that he may not make a mistake. I know your Mr. Sand berg well and also know that he Is giving you good service. Boost him a little. Everyone likes encourage ment. "Don't get the idea that per manent grades can be established in Marshfield now. It can't be done. If the city grows, as it undoubtedly will, It will be necessary to change street grades. They have had to change the grades of streets In Spo kane and Seattle and other large cities two or three times. Xo one can see far enough ahead to anti cipate what will happen and what will be necessary. Go ahead and do things as near right as possible and everything will shape itself up right eventually. Spokane Experience. "In Spokane, we originally met with opposition from property own ers when we tried to pave or Improve streets. At first we had to do the work despite their almost united protests. We put In good paving and it was only a short time until the property owners saw that it was to their own advantage to have the streets improved because the values of lots on paved streets increased much more rapidly than on the streets that were not paved. "We divide the payment for pub lic improvements into five or ten payments. If the cost to a lot 's less than $200, the owner is given the option of paying at five years. If he wants to pay it all, or most of It at once he can. If he takes the five years time, he pays seven per cent interest on it and pays a portion of it each year.
