The necessity of tho Independent newspaper to a modern democracy that was what Rabbi Wise was get ting at when ho told tho Associated Press that he did not fear the menace of privilege so long as newspapers iremaln free. No democracy can manage Itself successfully without an intelligent and healthy public senti ment. No such sentiment can exist over a largo territory without the publicity given by the newspaper. This function cannot bo performed by tho neswpaper which colors Its news and its opinions to suit Its party or its corporation affiliations. Under such conditions tho people are not given the data on which to base an Intelligent opinion. It was easy enough for them to know that they were being oppressed by tho Stuart kings. When property was confiscat ed and good men thrown into jail there was no great need of nows papes to arouse tho country. The menace of modern oppression is a more subtle thing. Tho favored cor poration exacts its plunder in ways that escape observation. Unless pub licity Is given by tho independent newspaper there Is always danger of tho recrudescence of feudalism, ben- independent evolent but deadening, exploiting tho people for the benefit of a favored class. With such newspapers offering daily tho raw material on which to build an enlightened public senti ment, privilege loses much of Its menace. In tho long run It must succumb to publicity.
