Interest at the rato of 15 per cent
must be paid by tho owner to tho
holder of the certificate of delin-
I queiicy before he is permitted to re
deem. Under the old law tho high
est rate of interest that could be
charged was 10 per cent.
At the expiration of three years,
the holder of the certificate secures
a deed through decree of the circuit
court and tho owner must appeal
within thirty days from the date of
the decree or he cannot appeal. The'
effect of the new law is believed to be
that the purchaser of a tax secures1
a title that cannot be annulled.
As the law now stands, delinquent
tax sales by the sheriff are abolished,
tho rate of interest is increased from
10 to 15 per cent, and the holder of
the tax deed is made secure in his
title by the decree of the circuit
court. Large numbers of certificates
of delinquency have already been is
sued by Sheriff Steven's deputies, tho
proved attractive to tho purchasers
of tax deeds.
People who have heretofore been
negligent of their delinquent taxes,
feeling sure that tho tax deed could '
be set aside at any timp, are now
rapidly paying up their delinquent
taxes, because the new law gives the
holder of the tax deed what is regard
ed as a perfect title, and after tho
decree of the circuit court has been
entered, there can be no redemption,
except by appeal to the supreme

A soldier bold was waiting,
Waiting for the call,
Ready to go to battle,
Ready to storm the wall.
Willing to die for his country,
And the red, white and blue,
But ere he left his lady love
Ho asked her if she'd bo true.
At last the bugle sounded
The signal for tho fight;
Ho drew his sword and spurred his
steed,
And charged with all his might.
Into tho thick of the battle
Amidst tho shot and shell,
Fighting like a lion,
This gallant soldier fell.
Fell in the ranks of honor
With the bold and true,
But ere he died he murmured,
"Will you to me be true?"
His lady walked in the garden,
And lingered near the gate,
An aide-de-camp" came flying
With a message of love or fate.
He handed her a letter,
She read It through and through,
It was his last words dying
"Will you to me be true?"
She dressed herself in sable,
And rode off to the field,-
She found him gashed and gory,
But heard he did not yield.
She clasped her arms around him,
As the sun set in tho west,
And ere tho morning dawned on the
battle field,
She was dead upon his breast.
