Law, Tho Roseburg News recently contained tho opinion of District Attorney Brow regarding the new tax law, of which tho follow ing Is tho summary: "Taxes will be come delinquent tho first Monday In April. If tho full amount Is paid on or beforo March 15 th, a rebate of tfyreo per cent will bo allowed. If one-half of tho above taxes is paid on or beforo tho first Monday In April, the time for tho remaining half will bo extended to tho first Monday In October; If not so paid and becomes delinquent, a penalty of ip per cent and 12 per cent iucrcaso will bo added." j Horticulture nt Flagstaff. One of tlje best projects which Coos Bay has onjoyed for some time is now being installed in tho way of a horticul ture establishment up Isthmus In let, C. Kundson, recently from Hood Itlver, has purchased property In Flagstaff and is now engaged in building a green house. It is his intention to raise flowers of all kinds and eventually to build more hot houses and go. Into tho green stuffs market if tho domand is sufficiently largo. Ho will also embark' In tho general nursery business. Flagstaff Is peculiarly adapted to tho needs of Mr. Kundson's business. It is well known that tho different sections of Coos Bay havo individual climatic conditions, tho degree of sovpro or mild weather depending on tho pro tection of tho hills nnd tho distanco from tho ocean. Flagstaff Is situat ed somo distanco up Isthmus Inlet and lays on a sort of plajau which Is protected on tho north, west' and south sides by tho hills, thus afford ing It protection, from tho ocean winds and at tho same time allowing it its full quantum of sunshlno. Property Owners Taking Active Steps For Important Im provement. Front street property owners gen erally are beginning to realize tho pressing need of a substanlal pave ment on tho city's main business thordughfarc. In fact It may bo stated that the paving question has gone past the realization period. So strong has tho sentiment In favor of paving become that it ha3 crystnllzed Into a movement and now several of the moro progressive property hold ers have pledged themselves to stand the expense of laying pavement In front of their properties. The pave ment described in tho Times of re cent date is looked upon with tho most favor by the property owners. There are two reasons for this. First its wearing qualities; second, tho fact that the entire pavomont can bo laid without going outside the local market. This pavement consists first of a 5 to 7 inch layer of concrete. Portland has a six Inch layer on her streets. A sand cushion, one inch, deep, rests upon tho concrete on which Is placed wooden blocks 4x8x 4". inches high. After the bjocka are laid they are treated with a coating of boiling asphaltum which, not only makes the pavement water proof but allowh for expansion and contraction as well. Masters & Mc Laln estimate that this pavement can bo laid complete with curbs and catch basins for 35c a square foot or about $7 a lineal foot. Appended is the body of tho Eddy act which is conceded to bo ono of the best measures ever enacted for tho purposes of raising funds for proper ty improvements. Tho long tlmo payments which It allows on work of. this character, ten annual Install ments, and tho thorough manner la which It protects tho property owner havo placed It In high favor in tho cities of Oregon whore It has been adopted. Tho Eddy Act. Whenever In any Incorporated city or town within this state the common council, board of trustees, or other competent authority of such city or town, shall have proceeded to im prove any street or part of street, or to lay any sewer within the corporato limits thereof and shall have assessed the costs of such improvement or sewer to tho property benefited there by, or liable therefor, according to the provisions of the charter of euch. city or town, it shall bo lawful for tho owner of any property, so assessed for such improvement or sower in tho sum of twenty-five dollars or more, at any tlmo within ten days alter notice of such assessment Is first published, to file with tho auditor, clerk, or other city or town officers, who, by, the provisions of tho charter thereof, keeps tho record of such city or town, a written appllcatioa o pay said assessment In installments, and such written application shall state that tho said applicant and property owner does thereby waivo all irregularities or defects, Jurlsdlc-t tlonal or otherwise, in tho proceed ings to Improve tho street or lay tho sewer for which said assessment is levied and in the apportionment of the costs thereof. Said appllcatioa shall contain a provision that tho said, applicant and property owner agrees to pay said assessment In ten annual, installments, with interest at tho same rate on all of said assessments, which havo not been paid, as that ex pressed In the bond Issued to pay for such Improvements. Said ap plication shall also contain a ptate ment, by lots or blocks, or othor convenient description, of tho prop erty of tho applicant assessed for such improvement or sewer. No ap plication as aforesaid, shall bo re ceived and filed 'by tho auditor, or clerk, or othor officer, If tho amount of such assessment with any previous assessments for street improvements or sowers, assessed against tho samo property and remaining unpaid, shall equal or exceed tho valuation ot said property, as shown by the last tax roll of tho county in which situ ated. Tho majority of tho owners of tho proporty so assessed shall Boloct a competent person to Inspect such Improvement under the direction ot tho city engineer of such city; pro vided that application for such bond ing shall ho received by tho auditor, clerk, or othor officer In cases whero tho amount of tho assessment, to gether with provlous assessments for streot Improvements or sowora. against tho proporty (and remaining unpaid), shall oxceod the valuation of said proporty ns shown by tho last tax roll of tho county, or tho owner shall boforo making such application pay In cah Into tho treasury of tho city or town such oxcesa of unpaid assessments over tho valuation 03 shown by such last tax roll. m n M
