V . i The Madras Pioneer DIFFICULT TO .BECOME CITIZEN Foreigners are experiencing many difiioulties in becoming citizens of the United States under our new naturalization laws,' and especially in the larger cities where naturaliza lion is sought by large numbers of aliens, and where specia precautions are taken to see that they are entitled to citi zenship. The department of naturalization has a corps of special, agents who investigate iu advance the character of witnessess called by applicants for citizenship in the larger pities, and applicants are put through a rigid examination as to their tf unifications. Two of these special agents are sta tioned at Portland. In Portland last week objec tion was made to one witness p,u fhe ground that he was a saloonkeeper and not qualified tp testify as to the character of an applicant, but Judge Cle land over-ruled this objeotiou, saying that such testimony was received daily in all courts on natters of the highest impor tance. This incident empha sizes, however, tje care being taken by the government to preVent the naturalization of undesirable foreigners.
