pffice, reorganizing the entire
department, and by eliminating
much of the red tape of the
office, placing it upon a practi
cal working basis. When first
appointed Mr. Ballinger de
dined the oQice on account of
business interests which re-
.quired his attention at Seattle,
but 3'ielding to pressure from
the President and Secretary of
the Interior Garfield, agreed to
accept the appointment. He
Avill have completed a j'ear as
head of the Land Office in
March.

days were proclaimed in order
fo avoid embarrassment to the
bankers of the state. The judge

ire great possibilities for dry
farming, and the time is coming
n the not far distant future
when reclamation of lands
available for irrigation will
iave reached a point where dry
farming will become a necessity
for those who are no longer
fible to secure good locations
either naturally or artificially

that will some day be devoted
to dry farming, and for that
reason the efforts of the Trans
Missourians will be apprecia
