That transient newspaper and aagazines, regular publications designed pri marily for advertising purposes, or for free cir oaiation at nominal rates, and all printed mat ter ot the third class except unsealed circulars, ball be admitted in the mails at the rate of one eent for every two ounces or fractional part ttaereof, and one eent for each two additional ounces or fractional part thereof; and the -sender of any article of the third class of mail matter may write his or her name or address tkerein, or on the outside thereof, with the wesrd "from" above or preceding the same, or any write briefly or print on any package tbs nomber and names of the articles inclosed.
