The General's Plans Arc Not Known in Washington. Washington, March ll. It was posi tively denied in the adjutant-general's office today tbat any dispatch bad been received from General Otis regarding a conference with General Lawton. It is well understood that General Otis is only awaiting the arrival of the remain der of bii reinforcements ti inaugurate an active campaign, though the depig ment has heard nothing from him cn he sat j .ct. The war department, according to its officials, is awaiting with quite as much interest ns the public some definite news from the Philippines, which will show just Low General Otis intends to ctilize General Lawton and bis reinforcements in the campaign agaiust the natives. It has been quite generally understood without official co-lrmation, however, tbat General Law 'on, on bis arrival, will be aseigncl to active command of the operations in the Geld, leaving Gen eral Otii more time for the administra tion duties cf militiry governor. The fact is that none have very general in structions have been sent to General Otis, and the department avers that it bas not tied the commanding geneial'i bands wi'.h any hard-and-fast orders. The probabilities are that General Lawton will take a very active part in the offensive campaign soon to t-euin His training in Indian fighting has pern liarly fitted him for his present com mand, and General Otis is will acqnaint ed with bis capabilities. One of Lawton' numerous Indian soubriquets beiog li'erally truoslated is Toe Man Wbo Gets Up and Fights in the Middle of tho Night."
