The pres ent and prospective activity in mining giycs promise of making the output of precioes metals for 1886 several times greater tbau that of theyear just closed. In Josephine county, where the prin cipal industry is mining, during tlie past three years but little has been done the seascns not being favorable. This year, however, a different state of affairs exist, as the rains'cane early and abundant, and many mines which have been idle for some time are now producing handsomely. It is esti - Tnated that more geld ha already, been taken out this season than during the whole of last. This being the case, the miner look forward to renewed prosperity, as a large per cent of the population depend upon the mines for their support. Many are prospecting, and some good quartz discoveries are occasionally made, which wilt be the ultimate mesas of introducing capital into the country. All the miners in the Big Applegatc lection are busy. There are 50 mluers at work on Bogus river and its tribu taries between the Big Bend and Mule creek, in Curry county. The indica tions are favorable for a prosperous season. In Steamboat district there is plenty of water this season, and the prospects are good, In Willow Springs and Blackwell districts a good deal of prospecting is going on. All ovor Southern Oregon tnere are hundreds of prospectors at work. The above taken from the San Francisco "Mining and Scientific Press" is true in all essential particu lars, and in quartz, especially. South ern Oregon will yet make her mark that will compare favorably with the famous Comstock of Nevada. It has been Mutually agreed, cays the "Astorian," that the State law regarding the 300 license be tested here at the present terra of court. Harris L "Wright were selected by the liquor men at tho defendants in the matter, and were formally indicted by the Grand Jury yesterday. The trial will take place next Monday. Messrs. Stott and Fulton appear for the de fendants, and Distrist Attorney Mc Bride will be assisted by Judge Bronaugh in the prosecution. The Ink it brought to tut the validity of the law, and will be looked upon with considerable interest throughout the State. Tnere is a liberal sprinkling of Italians, but not enough to justify tho publication of a separate issue of the message. The Chinese are said to be few and far between in Texas, but, as elsewhere, they have had a marked effect Ob the morals of the community, and opium dens abound in all the large towns. 'Wherever there is a Chinfse washhouse one may expect to find an epium lay-out, with its rained white votaries. The Postoffic department in its in structions regarding delivery, says: "Neither husband nor wife can con trol the delivery of correspondence ad. dressed to the other When so in structed the Postmaster must refuse to deliver letters to the husband, which are addressed to the wife and vice versi, in the absence of instructions to the contrary, the wife's letters should be placed in tho husband's box or deliv red to him with his own letters " S viator Mitchell's D'orh. A correspondent of the Portland ' News" fyi Thtre have been bills introduced during the past week by your estima ble Senator, Mr. Mitchell, the provis ions of which I will briefly allude to. Tli e first is a bill to provide for an ap propriation of one million three hun dred and thirty thousand dollars, for the improvements tie mouth of the Colombia river; this amount is in ac cordance with the estimates of the Chief of Engineers, and it is proposed to make it immediately available, to be expended between the date.'of the passage of the act and Tnne-30, 1887, under the direction of t s Secretary of War. The Conimittet- . 'Commerce will take this mntter up for cocsidera tion soon. There is also,a bill by Mr. Mitchell to provide fo the appropria tion of $75,000 for continuing the improvement of the Coquille river, in Oregon, in accordance with tho report of the chief ot 'Engineer?, the amount to be expended 'under the direction of the Sec. of War during the Steal year ending June 30, 1887. A'o a bill pro riding for an appropriation of 160, 000 for the speedy completion of the improvements at the entrance of Yaquina Bay, Oregon, in accordance with the report of the Chief of Engin eers, to be expended under the direc tion of the Secretary of War, during the fiscal year ending June 30, 1S87 Also a bill asking an appropriation of $160,000 for continuing the improve raents at the euteranes of Coos Bay, Oregon, it being in accordance with the report of the Chief of Engineers, to be expended under the direction of the Secretary of War, during the fiscalyear ending June 30, 1887. There U also a bill of Mr. Mitchell's provid ing for an additional appropriation of $750,000 for the purpose of continuing the work on the canal nnd locks at the Cascades ef the Columbia River, which appropriation is to be immedi ately available and to be oxpended undsr the direction "of the Secretary of War, between the passage of the law ard June 30, 1887. This bill was introduced by Mr. Mitchell an ticipatory of the report of tho Com mittee on Transportation Houtes to the Seaboard, to uhora was referred the preamble and resolutions embracing the subject matter of this appropria tion as the national importance of the subject fully warrants. All these bills will be ta'tcn up and acted on in their turn, as it is the in tention of Senator Mitchell to let the people of Oregon see by his energetic action in behalf of the true interests of your State that he is fully worthy of the honors consigned to him by your Legislature, in placing him again in the exalted position that he lion so ably (.ecu pics. About the lirliest industrial pursuit engaging the attention of tho people of this State at the prereut time is tht divorce business. The most important amendment will make some changes iu the geographies next year. Tho committee makes the panhandle of Idaho a cut off, and sticks it on to Washington. The present southern boundary of Washington is to bo extended east to Salmon river, ivhicli is for the most part easterly in its course to the Bitter Root moun tains. It says though Harris will bo hysterical, it will avail nothing. Secretary Lamar will prob ably sustain the decision, and the road must make restitution to settlers and the Government.
