Bush, the Advisor Board of Par don, Lave issued rules to govern ap plications for pardons. Thcte rules liavp been approved by Governor Moody. In substance they are as fol lows: All applications must be made in writing to the Governor. No per sonal solicitation will be considered. No application will be considered that Las not been advertised in the county where the criminal was convicted. All petitions for pardon or commu tatien should set forth the ofiense for which the applicant was convicted, the court before whioh he was convicted, the date of his conviction, the sub stance of the sentence in full, and the reasons, considerations and facts on 'tvliich ?tho Application is based; also, tbetharacter and habits of the person .fft. ."Jffiffii - oVisar.-cst. ilfMailgmeat -was pronounced on a . plea of:BUMjad no evidence heard on the trial of case, a copy of the in dictment or information should be furnished. In applications based upon the grounds of a mistrial, or improper conviction, tho allegations should bo sustained by such reasons and evi ct cnco as would have been a good ground for a new trial; and in appli cations based upon the ground of nowly-disrovered evidence, the evi dence should be such as -would, in all probability, have produced an acquit tal on a former trial. If the offense was committed in a county different from that in which the trial occurred, there should be statements ftom officers and citizens of the county in which t lie offeubo was committal. , If po?kiMe, the statements of the jT-ojecuting nitness, or witnesses, as well as that of as tunny of the jurors as can be obtained, should aluo ac company the application. Regular meetings will be held Bt Salem on the tonrth Tuesday of Jan uary, April, July and October. Spe cial meetings will ba held at the call of the Governor. The Postoffices. Of course this reduction has operated to the disad vantage of tha offices, as the salary is predicated upon tho receipts, but, still, many offices have so added to taeir business that, vrbilfi no increase of pay is secured, they have been able to re tain the preient salary. As stated, this adjustment only in cludes offices of the presidential rank, go termed because the pay being at least $1000 a year the appointment of the postmaster is vested by law in the tha president. They aro divided into three classes. The following statement gives the presidential postoffices in Oregon, to gether with the present salary and the salarv as arranged under tho new ad- iutroent. which takes effect with the cpening of tho fiscal year: Name. Thpy got the good graces of the people wherever they went by telling them that their girls were the handsomest they had seen yot; until even the ireckled faced girls of Euyene, the laonstrous footed girls of Ashland, the Kentucky cate mouthed girls of Oorvallis, the croi.s eywl girls of Mc .Minnrille, and the milk and water girls ef Salem, began to think they were really handsome. What a fall tbero is now when it is learned that it was all put on in every cise except with Albany; that they were p'aying the hypocrite to get a square meal. Smith, President of the Iowa State Fair As sociation, wherein the writer expresses a hope that Oregon will send exhibits to the next fair, which will be held at Des Moines September 4 to 11, inclu sive. There is already some cereals, etc., at Des Jloines which were at the New Orleans Exposition last ve-ar.
