A "Globe-Democrat" reporter's duties carried him to a thickly popu lated section of the city the other day, where tho people nre mostly depend ent upon their daily toil for the means of subsistence. 'Hardly one family in thehundreds that filled the large and small tenements 6fvthe neighborhood had money or'food enough on hand to ward off starvation for longer than a few days. The Saturday or llonday night installment of wages was the weak and, in many cases, uncertain bridge that spanned the lives of these universally large families and the gro cery pass book, that held out as long as the credit was kept good, was often the salvation of hungering htomachs and weakening muscles. While here, tho reporter was astonished to hear one woman, who lived entirely by her needle, say that she had paid, out her last fifteen cents for insuring the lives of the three babies that hung obout her skirts. - V'Houois that?"1 the G.-D. man asked. iArejthost. tHldren's lives insuredl" ?"Y?sJ!sirj t jt-y are," was the answer. "We pay. five cents a week for them, and if any ofjthcni dies or is killed, we get 635 to pay their funeral expenses." 'And is that the whole idea of this scheme of insurance to pay the funer al expenses" "That's all, I believo." "Are many of the children herea bouts insured" "Nearly every one of them." Further conversation developed the fact that many families insured not only the babies but grown children, and even the parents themselves held pclicies for which they paid on the weekly plan. The name of the com pany and location of tho offico having been ascertained, the reporter called on tho Superintendent, who cheerfully save what information he had about the subject. It seems that there aro four or five companies in this country doing what is known as an industrial insurance business. The idea grew primarily out of the burial clubs and friendly societies that were very popular in England forty years ago, many of which became sources of great profit to corrupt individuals who managed or attached themselves to thesi organi zations. The firttcorapanyestablished for the purpose of affording tho work in" classes opportunity to insure their fr l' .r llicir pu'.fcca was the Prudential of London, which began about thirty-six years ago to issue policies for limited amounts on tho installment plan. At first there was serious objection to taking risk on children under ten years of age, but at last it was agreed to iusure them from seven years up, and this was afterwards gradually modified until now no pink headed and red-toed infant can be too small or too young to escape the eye of the agent or the so licitor. Other companies came into existence with Jtho Prudential and competed against it, so that the system grew and flourished until it became a fixed and profitable enterprise. Com petition and legislative encampments wrought seyeral changes in the Rystpni since it has come into vogue, and at present limits are placed to sums of money for which policies are obtainable at certain ages. The inducement to infanticide was in the beginning of such a character as to create great ap prehension in the minds of the people. This, however, was regulated by the passage in England of the Fiiendly Society Act, some time ago, after which ris .s on children were not ac cepted for more than sufficient to bury them. Two years ago industrial insur ance was introduced into the United States, and, as has been said, four or five different companies are operating here with oilices in every one of the large cities. During this period the amount, of the policy in creases by small amounts each year.. Thus, the child under one year, for whom a five-cent policy is taken out, will, when one year old, be entitled to . 19, at two years to CC. six years 340 seven years 50, eight years GO, nine years 70, ten years, 90, eleven years 5123. The policy may be retained for a lifetime at thelast named amount by paying five cents weekly. It will be seen from the increasing ratioshown in the preceedin? figures that the chances of living are estimated as greater between the ages of six and ten than any other period of childhood. For a child under six years of ago the company will not accept a greater risk than 35, or the payment of five-cents per week; between six and fourteen years a child may be insured at the rato of ten cents a week "St. Louis Globe Democrat" CroM.rxamtnatlon. "I know not, hhentlemens, how is dis. I tell you all I can so goot as I know.'' The eagerness with which buyers aro going after cattle in all parts of the State, end buying up all they can find on ra'sing prices, leads U3 to believe that all who indulge in luxury of eat ing beef will soon have to pay high for the privilege. The same condition of thingR prevail in California, Nevada and tho adjoining Territories. The Carson "Appeal" says cattle specula tors are putting in an appearance at almost every point in that State where they are likely to come across any thing in their line, with a view of pur chasing. In some cases they are offer ing a slight advance on the market vulue.
