A voluminous report of the findings of the Investigating Committee appoint ed by the last Legislature has just been published showing peculations to have been committed by the different mem bers of our last State Administration, among which we find the names of sever alJJackson county menJjpTrom the re port of the committee it appears that more than S96,000 has been unlawful ly taken from the public treasury by the late G rover-Chad wick adminisira- tion. During the Modoc -war we find that Col. J. N. T. Miller, Commisary General, drew a salary of S291.C7 per month for ten months, and Root. A Miller was paid for services as clerk to the commisary general from the 24th of April, 1878 to the 12th day of October of the same year, for 'which he was paid the sum of 1,119. Major Quin cy A Brooks, A. Q. M., appears to CiItutTttTCye'to ImSJfiess from the commencement of hostilites in Decem ber, 1872 up to February, 1874. "The committee would reccommend to your excellency that immediate steps bo taken to bring all parties to an ac countability for public property un accounted for by the quartermaster's department in this war, as it is the opinion of the committee that more than $40,000 was plundered from the state by these officers who had charge of the quartermaster and commisary departments, and this conclusion is arrived at after a careful examination of all tho vouchers passed upon by the auditing board. In the statement of supplies bought for the state we find charged 34 horses, 76 saddles, 493 paiis of blankets, 82 overcoats, 45G shirts, 253 pairs of boots and 7 tents. Of these there are accounted for, 2 horses, 13 saddles, 212 blankets, 82 overcoats, 451 shirts, 169 pairs boots, and 1 tent, leaving unaccounted for 32 horses, 63 saddles, 281 blankets, 144 pairs boots and 6 tents, costing tho state $43,180." Tho end is not yet Important Land DECisioN.-Decem-ber 24, in tho case of T. IL Gates, vs. The California and Oregon Railroad Company, an appeal before the Secre tary of the Interior, a decision was ren dered reversing the former rule of the Department which excluded from the operation of land grants to railroad companies all lands occupied by settlers at the time the grant went into effect' which occupation might be perfected by the settler by further prospedings in obtaining a United States patent The present rule, as established by this de cision, is that when such occupation was subsequently abandoned by tho settler, the land is not to be considered as reserved from the operation of the grant, the principles in the cases of ' Sherman vs. Buick (3 Otto., 209) and "Water and Mining Company vs. Bug bey (6 Otto., 165) being considered by the Secretary as applicable to railroad grants as well as to grants to States for school or other purposes. The Secretary concludes with the customary notice that cases heretofore decided according to the old rule will .not be, responded, being considered "res ajudicala." , .-,.' Installation. The Board of Commis sioners for the salo of school and uni versity lands, defendants was decided by Judge Boise in favor of the defend ants. Tins is a case in which H. C. Owens tendered swamp land warrants in payment ol the twenty per centum on swamp lands claimed by him. The court held that tho law authorizing the issuance of tho warrants is unconstitu tional, hence the warrants are not so reseivable. The principal office of the "Wil lamette Farmer" has been moved to Portland. EOCrEEITECVAIXET AXB COAST SAX BOW CALCES. E. " ' The recently-awakened interest in th3 project for a narrow guago rail road from Rogue River "Valley . to tide-water at or near Ellcnsburg, Cur ry county, Oregon, drew to Jackson ville, on Saturday, Jan. 4th, a largo number of prominent and influential property holders to confer as to the feasibility of tho scheme and the best methods, for its accomplishment Many of our most substantial merch ants and farmers, representing nearly every precinct, were present, and nil of them had something to cay in fur theranco of the enterprise. Gaston, the first energetic worker in that enterprise, and its present Presi dent. Mr. JEbudray gave Retails as to the cost of building the D. &s S. N. G. R. R, besides a mass of other" interesting and valuable statistics bear ing on the construction and workings of narrow gauge roads and their, rela tive merits as compared with the broad gauge system, all of which will be shortly presented to the communities interested in cheap and speedy commu nication with San Francisco. Brief addresses were made by Messrs. John E. Ross, Kahler, Beekmaii, Hop wood, McCall and Kent, after which Col. Debate followed thereupon. Mr. J. S. Howard civil engineer, estimated the probable cost of such survey at about $3,000. Mr. C. C. Ross withdrew his motion: Resolved That a Committee to be -composed of one from each precinct in this County be appointed by the chair to canvass the county, each in his res pective precinct, with power to appoint a Chairman, Secretary and Treasurer, who shall enter into correspondence with citizens of Douglas, Josephine, Lake, Siskiyou and Curry counties; that when this meeting adjourns it shall adjourn to meet at tho call of the chairman of such committee, at which future meeting reports from tho vari ous precincts bhall bo received. Resolved That said Committee, bo 1 instructed to make inquiries and gath er lntormation touching the probable cost of a preliminary survey of the projected narrow guago railroad from Jackson county to the sea coast at or near Ellensburgh. Resolved That said Committee be requested to take immediate steps looking to mass meetings in the differ ent precincts of the various counties named, in order that the people therein may be fully advised of the feasibility of the proposed road and its import ance to every interest of Southern Ore gon and Northern California. The resolutions were unanimously adopted, and the Chairman announced that at an early day during the coming week he would make public the names of the members of the committe above provided for. Tho secretary was requested to pro cure tho publication of these minutes in the newspapers printed in the coun ties above named. Thereupon the meeting adjourned to reassemble at the call of the commit tee. Geo. E Strong; Secretary. Note. The most prominent feature of this year's report is the largest percentage cf aged persons as compared with oth er years. Oat of twenty-six white persons interred, thirteen, or ju3t half, were over fifty years of ago, and eight between twenty and fifty, leaving only five children, and not one of them (the children) from town; tho nearest one, Mr. Thomas Beall's little boy, being five miles distant. In looking over my lists of former years, I find that the last child of school ago (that is between four and twenty) that died in thi3 dii trictwas Emily T.
