Many more than half the men who took part in the civil war have answered the last muster. A ccording to Principal Story of the University of Glasgow the Carnegie Trust is not an unmixed boon to tbe students. The number of those who pay their own way is rapidly growing less, and tbe learned professor suggests that tbe young men are becoming de moralized, and are likely to have their honor and their independence sapped. T he record of economy in municipal government is held by town of White Pigeon, Mich., which makes the claim that it is run as cheaply as any town in this country. M c K anna , known io the Middle West as the “Water Wagon Man,” because of his success in curing the liquor habit, has arrived-at San Francisco from Chicago. His cure is effected in three days, and more than 11,000 patients testify to its beneficial effects. Railroads and mercantile houses in the East reinstate employes discharged for drunkenness on taking this treatment. The doctor says the crave for liquor is a disease, and under his treatment persons can drink just the same, but intoxicants will taste like lye or strong vinegar. T he Italian government has sent an agent to the Transvaal to investigate the prospects of Italian colonization there. The nations of Europe are overflowing their borders. The rising tide of population has flooded them, and is now pouring over the edge, like water trickling over the brim of the full reservoir, which has a mountain torrent pouring into it and no outlet to relieve the pressure. Italy is not alone in her quest. All the European nations are hunting places to plant the overflow. Africa, Siberia, Mexico, the two Americas and Australia are being ransacked for colonization grounds. The unsettled territory on the globe is comparatively small in area. Where will tbe nations stow away the surplus in the next half century? What eco nomic system will come to check the increase of the human race and hold the birth-rate down to the supporting capacity of the earth' R ecent reports received by the Government from trustworthy sources in Colombia indicate that the reluct ance displayed towards ratifying the Panama canal treaty is baaed on the desire of the Colombian authorities to extort a larger price from this country. These reports show that Colombia is financially ruined as a result of her many revolutions, and that the 910,- 000,000 which the United States offers in payment for the canal privilege will be but a drop in the bucket as compared with the extensive in debtednesa of the country, Whet her the patience of this country will, how- ever, hold out much longer, remains to be seen. The Nicaraguan and Costa Rican ministers are not slow to per ceive the situation, are regular weekly callers at the State Department and never fail to avail themselves of an op portunity to present the claims of their countries as the most favorable for the construction of the canal. That this government will increase the price now offered for the canal privilege is re garded as impossible. T hose who think that W. J. Bryan has forsaken free silver are very much in error. Quite to the contrary that statesman insists that tbe sal vation of tbe country depends in a large measure upon a greater volume of currency. In every issue of the Commoner Mr. Bryan asserts that the nation is doing business on a short cur rency, and that the day is not far dis tant when the shortage will cause a financial crisis that will shake the very foundations of our government. Mr. Bryan admits that the monetary situa tion in America is fairly satisfactory at the present time, but says that the financial interests are more closely draw ing the strings with every month. He views with alarm the approaching sue pension of silver coinage. The silver nowbeing coined isthat known as seign iorage—or the difference between the market price, at which the govern- ment bought the bullion, and the coinage price, Coinage of silver was provided for in the act of 1898, but the supply is now almost exhausted, At the last session of congress a bill passed the lower house providing for the re- coina^e into subsidiary coin of silver dollars. If this bill ever becomes law, Mr. Bryan points out, it will be unnec essary for our government to purchase any silver for a century to come. Al together the outlook for a greater vol ume of silver currency is not bright, and the great Democratic leader is sorely perturbed in consequence. There fore he still clings to free silver; and if he dominates the next democratic con vention, as see ma likely, re-affirmation of the Chicago and Kansas City plat forms will unquestionably ensue. These towering trusts have been built up not on firm land, but on a platform floated by casks and scows which the government has been at great pains to provide. Let the air out of these, and they would begin at once to siuk. The politician knows this only too well. He trains his guns on some outstanding and secondary point, never on tbe water line, and wins merit in the eyes of the trust by his Very meth od of attack. The secret of construc tion and the force of correction show the same corrupt temper. If we wish to bring back the government to its democratic basis we must begin b.V abolishing privilege. While the Government is prompted by tiie best of motives to withdraw large bodies of land and forests from settlement and sale, among which the conservation of the supply of moi ture stems one of the most im portant, still it is an undisputed fact that companies owning large bodies of land are profiting very much the’eby.
