President Harrison in his r, cent mes sage to congress upholds the vicious policy that brought defeat and disaster to Republican ranks in November. He eulogizes the tariff legislation, and claims that time will demonstrate the talueof the McKinley bill that raised the tariff percentage from 47 to 60 per cent. Blaine’s reciprocity scheme re ceives a lukewarm indorsement, the sug gestion of reciprocity referring to South American states. lie appears to forget that one of his subordinates states that the exports in agricultural products dur ing the year were »884,000,000, all of which practically went to Europe. There is a good chance for reciprocity that would help the agriculturist and produce- ing classes. But no. He blindly turns to the South American states, nearly every one of which are large exporters of wheat, wool, < attle and other products of the soil, an<l wliis|>ers reciprocity. It is another trap for the trusting producer. The president urges the passage of an election bill that would take the power from the states of tlie certification of the election of congressmen, and place it in the bands of partisans appointed by the federal judiciary. He cannot perceive the meaning of the lesson of November 4th. He is seemingly afraid of a free silver coinage bill ad suggests ann internation al agreement for free coinage. In Kansas the plurality on the congressional vote of two years ago was 78,000; this year the otqiosition carried the state by more than 12,000. The farmers of Nebraska gave to the Demo cratic and Alliance candidates for con gress an aggregate plurality of about 26,- 000. In 1888 the Republican candidates’ plurality amounted to 25,000. In Iowa ttie Republicans carried congressional districts in 1888 by 28.000. This year tlie Democrats win by 8,000. Ttie verdict against the tariff law in Illinois was very emphatic.
