NO. 4. from the commanding officer to cele brate Christinas night, and it was some thing on the style of the Bachelor’s Festival in Yreka. The ceremonies commenced with a grand mareh of warriors headed by their great Chief (Corporal Peqee), and his medicine man (Corporal Bolt), all in full costume, with a full band of music. After tak ing their seats, all the warriors were given a bowl of fire water. This was followed by the introduction of the Queen in full costume represented by Peter Gray, the drummer. After this the company indulged in dancing qua drilles, waltzes, etc., together with speeches, war dances, and a good time generally. The last turn out was the New Year’s Eve ball, which was the grandest of the season, all the ladies in the country being present. There are not, in Uncle Sam’s service, a lira ver and more jovial set of boys, than you will find in Co. F. and Co. B., now stationed at Fort Klamath. IM I’RO VEMENTS. The prospects for lively and stirring times at the Fort and surrounding country for next summer, is very prom ising indeed. There are new quarters for the troops to be built, new quarters for the officers, and new hospitals, which will give employment to many outside mechanics, and benefit settlers who may take up ranches. There is also a new theatre to be erected, the foundation being already laid. This temple of Shakspeare is to be 90 feet long and 40 feet wide—two stories, the upper story to be used as a dance hall. There is a dramatic association organ ized here ‘among Uncle Sam’s boys, capable of doing justice to Shakspear’s best plays, and the minstrels can make the “bilks” of the Alhambra get out of the way, and as for the glee club, the vocalists are equal to the best STEAM NAVIGATION COMPANY. There is a company organized here, called the District of the Lakes Navi gation Company. The company pro poses to run on Klamath Lake at a cost of $10,000, which will answer the purjxise of freight transportation, and have good accommodations for passen gers. The steamer is to ply between Linkville and Fort Klamath, stopping at all the intermediate landings—Mo doc Point, Pelican Bay, the Agency, running up Wood river to within half a mile of the garrison. If this steam boat enterprise turns out a success, it will be the making of this country. Capt. Field, Superintendent of the garrison works, is to be the builder of the boat. He is a good mechanic and a practical engineer, and I suppose he will be commander of the boat when finished. The work is to be com menced early next Spring. The com pany also proposes to connect with Lit tle Klamath Lake by Link river, and if they succeed in this, the boat can come to within half a mile of John Fairchild’s ranch in Siskiyou county. Jacksonville and Linkville have sub scribed liberally towards this enter prise, and I think Yreka might have a finger in the pie, as it would be much to the interest of her people. Nesmith, on December 15th,.1873, introduced the following bill to transfer the management and control of the Indian tribes to the War Department: Be it enacted by the Senate and House of Representatives of the United States of America in Congress as sembled : That from and after the first day of July, 1874, the Secretary of War shall exercise the supervisory and appellate powers, and possess the jurisdiction n<»w exercised and possessed by the Secretary of Interior in relation to all the acts of the Commissioner of Indian Affairs, and shall sign all requisitions for the advance or payment of moneys out of the Treasury, on estimates or accounts, subject to the same adjust ment or control now exercised on sim ilar estimates or accounts by Auditors and Comptrollers of the Treasury, or either of them. S ec . 2. That the Secretary of War shall be authorized, whenever in lus opinion it shall promote the economy and efficiency of the Indian service, to establish convenient departments and districts for the proper administration of the duties now imposed by law on the superintendents of Indian affairs, and upon agents and sub-agents, and to substitute for such superintendents, agents and sub-agents officers of the Army of the United States, who shall be designated for that purpose, and who shall thus become charged with all the duties now imposed by law upon the superintendents, agents and sub-agents thus superseded, and with out additional compensation therefor. The Secretary of NVar shall also detail an officer, not below the rank of briga dier-general, to fill the’ office and dis charge the duties of Commissioner of Indian Affairs. Officers of the Army designated to perforin the duties of Commissioner, superintendents, agent, or sub-agent shall be required to give the bonds required by civil appointees, but shall be responsible for any neg lect or maladministration according to rules and articles of war. S ec . 3. That all contracts for sup plies or transportation connected with the Indian service shall hereafter be made in tlie same manner and, as far as practicable, at the same time pro vided for supplies and transportation for the use of the Army. S ec . 4. That the .Secretary of War shall be authorized to withhold all special licenses from traders, and, un der regulations to be by him prescribed, to provide the times and places at which all traders complying therewith may present themselves for bargains, barter and exchange with the several tribes, according to the laws of the United States regulating the same. S ec . 5. That all laws and parts of laws inconsistent with the provisions of this act be, and the same are here by, repealed.
