The grand jury made its final report tost Wednesday afternoon, which waa as follows: In tbe Circuit Court for Lane county, state of Oregon. To tbe Hon. M. L. Pipea, Judge of tbe above named court: We, the grand jury of the above entitled oonrt at at the March term thereof, 1891, do make this our final report. Tbat we have examined tbe Tarions public offioea of Lane oounty, includ ing tbe sheriff, clerk'i and treasurer's of fices. We find each of aaid office well kept and the records thereof in good condition. We have also examined the publio jail, and find the same well kept, but the same is in. secure and unfit for tbe keeping of priso ners. We find that similar reports have been made by former grand juries, and we can only repeat in substance their report condemning tbe same, and add tbat the fre quent escapea therefrom, and tbe expense of attempting the recapture of prisoners ia a strong argument In favor of building a sub stantial struotnre for tbat purpose. Wilkins read the ANNUAL REfOBl OF MHECTOB For the year 1890, aa follows: To the legal voters and patrons of School District No. 4, Lane county, Oregon: Gentlemen and ladios:--Your board of di rector would most respectfully submit the following report of the transactions of tbe year for your consideration: Tbe clerk of tbe distriot will read an item ized report of Ihe finances of the year, which are open to tbe inspection of the taxpayer of the district. At your annual meeting March 3, 1890, the directors were authorized to erect a school building on Ibe ground purchased for thst purpose on 4th street and furnish same, for a sum not to exceed $12,0(1(1. After carefully estimsting Ihe cost of a building such as would fill the requirements of the district, we asked (or plans snd specifications. Sev eral were hsnded in and examined, among the number being one from T. E. Russell, which waa accepted and bids for construction of same advertisod for. Ou May 1, 1890, at a call meeting, tbe following bids were opened. Tbe bids being on carpenter work and all material furnished by contract: W H Abrams, $7,030; Q W Abrams, $7,000; Biglow Bros, $7,500; W. T. Campbell, $(i,83l; Thomas A Sous, $7,100; S O Garri son, $7,000; W H Tail, $7,300; L N Roney, $7,(100; OH Park, $7,5,00; W H Alexander, $7.I9U; J Edinunson, SS.ooo. W T Camp bell being tbe lowest bidder was awarded tbe contract. Bids ou tbe foundation and brick flu were a follows: F B Bellman, $125; A Loinlmrd, $102. The lowest bidder beiug Fred Bell man, he was awarded tbe contract. On plastering the following bids were tnsde: A Lombard, $987.50; O P ltamsev, $015; W 8 Bucknell, $837. Mr Ramsey having made au error in footing his bid, was not willing to take tbe contract at $015, so it was awarded to W 8 Bucknell, be being tbe next lowest bidder. The following bids were reoeived on paint ing and mateiial: A Bodgera, $425; T D Beed, $557; L A Overton, $W5; D M McCra dy, 5$50, After carefully investigating tbe matter it was evident the material could not be furnished and the work done for $425 without quite a loss to Mr Bodgers, when it waa decided to award Ibe contract to D M McCrady. Bids on plumbing wen aa follows: J A Mitchell, $470; Siarr A Griffin, $190. J A Mitchell waa awarded the contract. After considering the question of heating the building, meeting with and correspond ing with furnace men, it waa decided to use the hot air system, there being several ob jection to hot water or steam, aud both being much more expensive. Th board, after investigating these matters, entered into a contract with G N Frazer to build tbe two furnaces at a cost of $400, and Starr A Grif fin to do the piping, tin work, aud put in register, at a cost of $194.18, a saving to the distriot of about $700 over putting in hot water or steam. After contracts were let Ihe contractor pushed the work in a very satisfactory man ner to the completion of the entire building. A few change bad to be made, one of them in tbe roof, which called for an extra outlay of $100. The change waa a benefit to tbe building, besides sdding considerable to its appearance. A New Invention. Mr. F. J. Crouch haa at last succeeded In perfecting the dynamo, for which a compa ny waa formed about three years ago but waa disbanded. Mr. Crouch's machine bids fair to work a revolution in electric machines. His dynamo for household or store building, light ing from one to twelve lamps, weighs but 15 pounds Including' wire, lamps and fixture. It has no brushes and is automatic in Its action, requiring no expert, It will run on or twelve lamps with th same brilliancy, the dynamo regulating its own current. Any part of the machine, wires or lamps, can be handled with perfect safety. A very steady light ia furnish ed, which by a simple device can be given any desired tone.
