CiniinilHuioiior l'nrkcr Explain, ft culiiir TraiiHactioii. To- Plxasajtt Hill, Feb. Id, 1891. Ekitoboi'iub Guabu: It wss the October term of the county court, I tbiuk, tlist Thouiss Burbro, who waa supervisor of rood district No. 13 iu Lost alliy precinct came before the court to get help on a bridge across tbe Bogsrt slongb on the Middle lork of tbe Willamette river. Tbe court egreed to give him six cents a foot lineal measure lor all square uuioers uxcu, and to pay the mill price for tbe flooring, tbut to be three inohe thick, and to fur nish the spikes. Aflur Mr. Barbre started in on the bridge, be wrote to me to kuow if I wonld allow bim to split tbe lumber out of good oedur, if so, he could save something by so doing. I consented to tbe cbango, Al tho December torn) of court be uisdo his re port on tbe bridge, the leugth one buudred aud tun eet iucludiug the approaches, he put in bis bill one hundred and eighteen dol lars at the cost of tho bridge. I asked Mr. Barbre if be bad not got some subscriptions ou the bridge. He said be bad got a little but be laid it all out for grub for tbe bands while they were at work on the bridge. He drew bis wun it for that auicu-jt. Not long after that I beard complaint that Mr. liarbre bad built the bridge with dis trict maiVabor. To satisfy myself, I con cluded to investigate tbe matter aud see where tbe trouble was. I weut and meas ured tbe bridge and found it less Ibau a hun dred feet long, and that he had built the bridge with road labor aud subscriptions. District labor twenty seven aud one-half days, voluuteer work seventeen days, dona tions, twenty-seven dollars. Now at the Jan uary term of court when be ruadolhis report ss supervisor I brought the fuels before the board as be bad also put in a very large bill ss supervisor which had been marked al lowed without coming under my personal observation uutil afterward. When I got fioasession of it I objected as it was so much arger than usually came from that district. Judge Scott said: "It is a Urge bill; we will call bim back and have him explain t little," so I went out and looked around through town but could not find him on the street, so there wat nothing done in the matter then. A short iime after that I met Mr. Barbre and I told him that we were not lAtisllud with the reports; that there was somethiug orooked about them; that we wanted an ex plication. I asked bim how long the bridge was; he said one buudred aud ten feet. I wanted to know if he bad worked any other than roud lubor ou the bridge. He said one msn five day. I asked bim if be could use road lubor iu building the bridge and then ohsrge tho county with it lie said that he thought that be had a right to do that, but that be would make it all right any way. Then on Tuesdsy before tbe February term of the commissiouor't court Mr. barbre went to Eugene, but be never ut in an appearance duriug court though e ws in own till the conrt adjourned on Thursday at 2 o'clock p. m. I asktd tbe otber member of the court if tbey had seen Mr. Barbre, aud what be said in re gard to bis reports. They had seel him but he did not say much of anything was the answer. Tbey appeared to be disponed to let the tubject rest without any further thought. 1 do not think that Lane county is under any obligation to Mr. Barbre that it should donate him the sum of one buudred dollars more than is justly due him. Now, that Mr. iiarbre bud an opportunity to coma be fore the court and correct this matter, and did not do it, iu justice to myself, I feel it my duly to make this statement.
