And Much Spoken of as a Democratic Presidential Candidate for 1884," The tulijeot of our portrait and sketch this week places before our read er the likerteui and lifo of William R Morrison, who as Chitirmnn of the Committee On Ways and Meaiw, will figure mdre conspicuouHly in the policy of thri present Congress on the tariff and revenue questions than any other member of that body. Mr Morrison was Mr, Carlisle's manager during the late Speakership contest, and has Iteen recognized by his successful protege, as had been pre. dieted, in case of the latter's elevation to the Speakership. Wui. R. Morrison, of Waterloo, III , was born in Monroe County, that State, September 14, 1825, and consequently is in his 59th year. He was educated m the common schools, and graduated at McKendree College, Illinois, He adopted the law as a profession, and soon after he became a member of the liar was elected Clerk of the Circuit Court. From this position hn was next advanced as a nietnbi r of the Illinois Hous3 of Representatives, serving four terms, the last of which he was Speaker of the Houw;, Mr. .Morrison was then elected to represent the Seven teenth District of his State in the Thirty eight Congress, was aain re turned to the Forty-third, Forty fourth, Forty-fifth, Forty-sixth, Forty-seventh and Forty eitrhth Con'rrs.es, by an average majority of about on? thou sand. In the Forty-sixth Congress Mr. Morrison served as the Chairman of the Ways ' and Means Committee, and wag succeeded iu that position in tho Forly-soventh Congress by Judge Kelley, of Pennsylvania; again the Comiiittue wheel revolves, and Mr. Morrison once more becomes the head of the most important House Commit tee. The Committee of Ways and Means have in charge the regulation of the revenues, and the manner and means of raising a sufficient amount to cover the expenses of the Government The ways and means adopted to collect this revenue effects largely, for good or evil, the entire business interests of the land. Mr. Morrison is of large manly pro portions, nearly six feet tall, and in variably attracts more than ordinary notice in any assembly, however large. He is very favorably mentioned by many Democrats as a growing candi date for the Presidency. There are exceptions to every general rule, but the following exception to the proverbial ingratitude of tho Siwashes, given by tho Portland Stlndny Wei- jome is worthy of notei "Mrs. Swauk, residing on Montgomery street, some years ago took an Indian boy into her family and reared him until he was able to go out and earn his own living. He has been working in the country for somo time, and on Christmas called at the house of his benefactress, took her three daughters down town and bought each of them a handsome cloak and a rich one for the mother, paying out in all $160. It is a pleasure to make record of sulmtantial gratitude like this, come it from what color or condition it may."
