The president has determined to make no such appointments in future. This rule will apply to such offices as post-offices, and pension agencies, eta, and will not, of coune, have any bear ing on positions in departments. Presi dent Arthur's reasons, as given by one of his friends, aro that tho post-office department has had a great deal 'of trouble as the result of appointing wo men to offico, and that such appoint ments have caused a good deal of dis satisfaction to the party.
