THE EUGENE CITY GUARD. ' EUUKNBClTV.OttKUON. BATUBDAY, APKir. SS'l, 177. Disposed or. A Radical exchange says tliat the negro will never again figure 'as a factor in tbo politics of this conn ' try. There U certainly no doubt but that tho Republican party has all it wants of 'ncgro equality," "human rights," and all that sort of thing. It is doubtful even if tho few years of pow er and plundor.it gained by enfran chising the negro is an adequate rco orapeuso for tho creation of an instru ment for its own destruction. It is &n established fact, demonstrated be yond a question last November, that tho influcnco it has exerted over the colorod race since the right of suffrage was conferred on them has departed. Instead of each Democrat in tho South casting three votes for every five ne groes, the five negroes vote, and here after there will be the whito Demo cratic vote to begin with and at least four out of the five negroes will vote with tho former. So that they have jumped out of a model ately warm frying pan into a remarkably hot fire. The negro does, and will for all time to come, hold (he balance of power in tho South, but he is not likely to again go back to a party which has not ben efitted him in any way except by on- franchising him, and this in itself is no benefit. That tho negro ought, through grat'tndo, to voto with thoso who enfranchised rum, is very a nice theory, but eratitudo is not one of the predominating principles in human nature. It is even moro largely de veloped in tho brute creation. And as tho negro becomes butter qualified to voto intelligently, ho will look to his own interests, leaving gratitude to the so who can afford to bo grateful. Tin lensn at nourer made tho licnubli can party too suro of continuod suO' - cess, and it spurnod tho nogro, and turned against itself atido which may, by nn offort of tho Deinooratio party, bo kept against it for all time to oomo, Tho negro voto will never again, or at loast not for mmy years, flgiiro as an clcmont of success to tho Radical par- ty , , A Washington dispatch to the press of tho Eastern States says : "IIycs like Washington in calling around him good and conservative ' men without regard to party." Like Washington, indeed ? Wo do not recolleot that Washington mado a no gro a marshal or that ho had moro ro spect for a frco nogro than he had for a whito German. Washington called good men around htm, but they were whito men in thoso days there were enough whito mon, who were good, to fill all tho offices, but under Radical rule tho offices hsvo been multiplied till thero aro enough to divido with tho negroes. William Lloyd (Jurrinon is rcivinfr an unusual nmount of praise from the lomo crutio pnpnrs, which 10cm to regard him a one of the most prominent and iiifluontiul m woll as noble moo in the country. Tims works wonders. A few years ago tnoso Journals would have thought as much of committing miciue ai pulling ibis oiu-mnn looeu iDoiitiomst. Which wo copy from an Oregon patent outsido. Thcro is ono wonder which timo will never work. It wil never enable an orgon with govern tnont advertising to soo things as thoy are as Garrison, for instauco, seems them. We regard him as neither no- bio, in the broad senso of tho word nor influential. But ho can realize that, having gained tho great object for whioh ho spent years of labor, do nouncing the Constitution and do manding its amendmont or blood, the abolition of alavory, thcro is no oeca sion to onslave those who formerly owned slaves. And herein ho show far more senso and manhood than the writer of tho above quoted item. Come to UrlrC . The proverb concerning the folly of an effort on tho part of a bull to butt a locomotive off a bridge has gone to join its fortunes with that other one which previous to tho late election in Louisiana declared that ''figures won't lie." AJbull recently made a bold stand on a bridge on a Virginia railroad and lifted the looo raotivo off the track. It crashed through tho troatle work, dragging sis heavily loaded freig'it cars down, and severely injuring the engineer. The wreck took lire and burned the cars and bridge. Virs'e l'i:j(ii-s. District and Circuit Courts in Oregon, committed suicide on Wednesday mornlug by shooting himself through the bead. Dr. Wilcox is widely known throughout the State, having for many years held the position of U. S. Com pisslooer and Clerk of the U.S. District Court at Portland. L. Cass Carpenter is a fine-haired gentle man whose name e'lould be banded down to posterity as a patriot who only needed to have lived a hundred years ago to bate crowded Washington clear ont of the hearts of his countrymen. He Is collector of inter nalrevennnat Charleston, S. C. but has submitted his resignation, as be says, because he will not be able to live in the State under a Democratic government. Statr Fair Sbventkkntii Year We have received the list of premiums to be given to exhibitors at the seventeenth an nunl exhibition of the Oregon Agricultural Society, which will commence at Salem on the 8 lb of October next, and continue six days. Evenino Telegram. On Monday of this week the Portland Evening Telegram made Us first appearance. It introduces itself as follows : The Evening Telegram enters upon the field of journalism as a cuuuiuute lor popular favor. Of court its success will depend upon its Worthiness. The intention is lo make it naj only an ccer.tnble newspaper, but one that will be do1 red tmd sought after. No sub ject will be excluded from He columns that pnssexies any public cousequence. Without being fastened to any particular political par ty, it will seek to be just and truthful in whatever it may have to say in reference to the policies and measures ot such organiza tions. It would be difficult as well as use' less to tike no note of such matters, where in everyone to some extent Is interested. It is the partisan intensity, paranoidism, bitter ness, insincerity ami vicious practices In pol itics that occasion disfavor and aversion Tbo Telteram will labor for the prevalence of tbo rule or right and the best management of publio business at the loast expense. The welfare of our community, the success of all worthy enterprises, and the enlargement of the general prosperity will at all times com mand its attention, and be a purpose in what ever abilty there may be employed In con ducting it. Anything further by way of in troduction Is perhaps unnecessary, as it is to be hoped that each day's m mj commend itself to kindly recognition. Tub St. Louia Firk. The rcocnt burning of the Southern Hotel in St. Louis, by which about fifteen lives were lost, scums to have boen tho re sult of bad management. J. E. Rtis soli, ohiof engineer of tho hotel tells w'i.at ho knows about tho fire as fol lows : " He says he le!t the engine room about 11:110, leaving an assislunt in churge, and went to his room on the 5th Door near the burgage elevator. He was aroused about Ave minutes past 1 o'clock by shrieks of wo men, lla hurried out and found the bull hull filled will) smoke whicb came from the flight elevator, but saw no fire ; started for ihu tho south part of tbe bouse to descend by the steward's stairway ; was obliged to crawl on bis ha.T'd and knees to prevent suffoca tion, the srao.e was so dense. There was a numbor of womrt on the 6th floor crying pit eously for help, wbont he told to follow1 him to the lower floor. Sot? did, and others were loo distracted to, appall'- Finally be reached the dining room floor, Psd into the kitchen and descended lo the bseineut. Hum he lound the smoke very dense, and that tho pumps connected with the engio. bad been in operation, and that some of the employees bad been throwing water on tbe fire, which at the time was Matin furiously in the store room. A oozzle bud been blown off before he reached the basement, Anoth er was put on and he then put the pumps at work airuin, and turned the stream on the fire. This was continued until the fire be came so hot and had spread so far that all wore obliged to flee lor their lives. They made their exit from tbe basement, under the renr part of the budding and emerged on Kim street, conclusively showing that efforts were made to siiMue the fire bTore the luests in the bouse were) aroused, or any at tempt made to notify them that the building was burning. It seem pretty certain, at all events, that the botol w known to be on Hie by I be employee from twenty minutes to half an hoar btfore the fire department was notified. Ruuel also states that there was a pile of mattrees in one corner of the store room, a lot of loose hair, and about fir feet from them on the floor, box in which the stock of matches was kept. He thinks the mattresses and matchea bad a rood deal to do with the oriuin of lh fir. SEW! ITEMS. naree save be will out Sfsiit Packard with Federal troops. Rheumatic and bed ridden cripples have by it been enabled to throw away their crutches, and many who for years have been athicted with Neuralgia, Sciatca, Caked Breasts, Weak Backs, etc., have found perfect relief. . Fi nally, I learned of the Centaur Liniment The first three bottles enabled tne to walk without my crutches. I am mending rapidly. I think your liniment simply a marvel. The liniment cures Burns and Scalds without a scar, extracts the poison from bites and stings. Cures Chillhlains and frosted feet, and is very efficacious for Ear-ache, Tooth-ache, Itch and Cutaneous Eruptions. The Centaur Liniment, Yellow Wrapper, is intended for the tough, fibres, cords and mus cles of horses, mules and animals. READ I READ I Rev. Geo. W. Ferris, Manorkill, Schoharie county, N. It makes very little difference whether the case be "wrench," sirain, spavin or lameness of any kind, the effects are the same.
