A long Tomer, in this county) write to a Salem paper as follow concerning the proposed new county of Nu cleus. . J2t There is much interest being felt anions our people just now in regard to the proposed new county that is to be taken from Linn, Lane and Benton. The bill for its organiza tion will be before the Legislature at an early day. A measure involving important inter ests as does this, should be carefully and in telligently considered. The friends of the new bounty demand its organization for many rea sons, some of which are, first, the people em braced in the limits of the new county are subject to much greater inconvenience and expense in attending to their public and pri vate business at their respective county teats jthan they would be in the new county. Sec ond, for the reason that the average mileage ol the people in the limits of the new county to reach tneir respective county seat in the old counties, is more than double what it .would be to reach a centrally located oottnty peat in the new county. Third,, the differ ence of the item of the mileage of witnesses jurors, sheriffs, assessors, surveyor, etc, the expenses attendant upon private business at the county seat demonstrates a saving to the people in favor of the new county of several thousand dollar annually. Fourth, the or ganization of the new oounty indicts no injus tice or hardship upon the old counties, as it take off the remote portions of their territo ries which necessarily swell the taxes on ac count of the excessive mileage Arising there from. Fifth the new county government can be supported with less expense to the people than either of tho counties from which it is taken, for the reason that it has a central density of population and productive re sources, superior advantages for transporta tion, the river and railroad traversing its centre from side to side. Sixth and last, but pot least, the new county organization is de manded for the reason that it is in compli ance with one of the fundamental principles of our theory of government that the1 interest and convenience of any part of the people should be protected when not in conflict with law and the rights of others. . 8iriou8 Accident. da Thursday the trestle work upon which the bridge feross the Santiam river, near Jefferson, was being built went out and the workmen were precip itated below, a distance of 35 feet; into water only about twelve inches in depth." The school year of the University (hall commence on the third Monday of October of each year, and shall consist of two terms of twenty weeks each without an intermis sion. VACATION. 2. The Faculty may give a vacation to the school not to exceed eight days during the Holiday at Christmas, but such vacation shall not be included as a part of the term. TERM Of OmCI OF FACULTY. 3. The term of office of each member of the Faculty snail continue during the good behavior of each processor or teacher. TUITION IN bNIVERSITV. 4 The tuition fee. in the University shall be twenty dollar pr term in United 8tates gold coin, payable in advance. . . TUITION IN PREPARATORY. 5., The tuition in the Preparatory Depart ment shall be fifteen dollars per term in U. S. gold coin, on half of a term to be paid in advance. INCIDENTAL FEE. k Each student in the University shall pay a fee of two dollars and fifty cents in U. 8. gold coin per term in advance for inciden tal expense. SALARIES. J... The salary of the President of the Uni versity and Faculty shall be two thousand five hundred dollars per year in U. S. ' gold coin; payable quarterly. 8. The salary of the other professors shall be two thousand dollers per year in U. S. gold coin. Provided, the fund arising from the nterest of the University fund and the tui tion from. University students shall be suffi- cient after paying the salary of the President 9. The sdary of the Principal of the Pre paratory Department shall be twelve hundred dollar per year in U. S. gold coin. The sala ry of, the assistant in the Preparatory De partment shall .eight hundred dollars per year in U. 8. gold coin. :i ELECTIONS. 10. The Prudent, professors and teachers shall be ejected by ballot , . QUALIFICATIONS OF STUPENTS. 11. As a eoriditipn of admission into the University Bach stiident shall pass a thorough examination in Practical and Mental Arith metic, Beading, Writing, Spelling, English Grammar, Geography; History of the United States, Elementary Algebra to Equations of the 2d degree, Latin Gaammar and Reader, books of CiCsar, Greek Grammar and Read er; and produce evidence of good moral char acter. Provided; that the first two years it shall be sufficient for the student to have the qualifications required of teacher of common schools by the statutes of the State. , COURSE AND CURRICULUM OF STUDY. 12. The course in the University shall be four years, and the curriculum of study shall consist of Higher Arithmetic, Algebra, Ge ometry, Trigonometry, Mensuration and Sur veying, Civic Sections, The Calculus, Thysi ology, Book-Keeping, Chemistry, Natural Philoconhv. Astronomy, Geolocy. atural History, Rhetoric, Logic, Political Economy; Mental and Moral Science; History, Latin, Greek, French and German. PAYMENT OF SALARIES. ' 13. The salaries of the President, professors and teacher (hall be paid quarterly by the Treasurer of the Board on the warrant drawn by the Executive Committee, countersigned by the Secretary. 14 It (hall be the duty of the Executive Committee appointed by the Board to trans act business during the recess of the Board, purchase furniture for the University, to em ploy a janitor, to pdrchase wood, to audit claim, and to draw warrant on the treasurer for the payment of the tame when counter- iinied by the Secretary; and the Committee hall report to the Board all claim paid, the item of each claim and the amount thersot at the next session of the Board after order ing the same paid; DUTIES OF THE PRESIDENT. 15. The President bf the University and Faculty shall be charged" with the duties of one of the professorships, and shall have an thority to divide the course of instruction in the University between himself and the otn er professors. NO DISTINCTION BETWEEN MALE AND FEMALE. 16. These shall be no distinction iri the ad' inission'and study between male and female in the University. 17. The qualifications for admission into the" Preparatory department shall be tlxed by the faculty. COURSE IN PREPARATORY DEPARTMENT. is! The course of study in the Preparato ry iJepartment shall be prepared by the Fac ulty and teachers. DAMAGES DONE BY STUDENTS. 19 Each student shall be liable for any damace done by him to the property or fur- niture of the University, and on remsai w pay such damage shall be liable to be sus fended or excelled.
